The People’s Business – October 28, 2022

Monday’s meeting of the San Diego City Council features an informational item which will serve as a workshop for amending the Tenants’ Right to Know Ordinance with the idea that tenant protections should be strengthened. Councilmembers will also consider a resolution declaring Housing as a Human Right. The meeting will also honor outgoing interim COO Jay Goldstone.

Item 601 - Workshop on a Framework for Amending the Tenants’ Right to Know Ordinance – This item provides an opportunity for the public and the City Council to discuss and provide feedback on a framework to strengthen tenant protections and prevent homelessness in the City of San Diego. Following the discussion of this item, Council President Sean Elo-Rivera will develop a draft Tenant Protection Ordinance that incorporates feedback and direction received.


 


Item 600 - Performance Audit of the Development Services Department’s Code Enforcement Division - The Office of the City Auditor conducted a performance audit of the Development Services Department’s Code Enforcement Division. The objectives of this audit were to determine (1) whether Code Enforcement’s data is accurate, reliable, and used to inform operational decisions and manage performance; (2) whether Code Enforcement manages inspector/investigator caseloads to optimize compliance timeframes; and (3) whether Code Enforcement’s policies and practices are equitably and consistently applied across the City.  The City Auditor reveals three findings and ten recommendations.


 


Item 602 - Performance Audit of Workplace Safety and Workers’ Compensation - The Office of the City Auditor conducted a performance audit of the workplace safety and workers’ compensation programs.  The objectives of this audit were to determine (1) whether the City effectively mitigates workplace safety hazards and prevents injuries and illnesses and (2) whether the City has adequate internal controls to mitigate the risk of waste, fraud, and abuse in workers' compensation claims. The audit had three key findings and ten recommendations to address the findings.

BreezewayItem 603 - Resolution to Declare Housing as a Human Right in the City of San Diego - The resolution before Council resolves that the City Council declares the right to housing as a fundamental human right linked to dignity and the right to life. The resolution states, through its legislative authority, the Council’s intention to center equity in its efforts to implement housing and redress past harms, to ensure those who have historically not had access to adequate housing are prioritized, to further incentivize Affordable Housing in high opportunity neighborhoods for those previously excluded, and to identify equitable and effective solutions by working with individuals with lived experience. The resolution also states the Council’s intention for the City to support housing as a human right by implementing policies that address the root causes of homelessness, that keep people housed through affordable, accessible, and habitable homes, and that provide pathways to housing for people experiencing homelessness
