Item 30 - LGBTQ+ History Month acknowledges the discrimination, persecution, and adversity faced by the LGBTQ+ community and their perseverance and resilience to overcome those challenges.
Item 31 - Pastor Milton “Marty” Martin Jr. Day celebrates the community leader who dedicated over 25 years of his life to educating and inspiring others to maximize their potential and help them understand that their challenges do not define them.
Item S500 – National Immigrants Day was established in October of 1987 and honors the significant contributions that immigrants have made to American history.
Item S501 – Cesar A. Solis Day honors the Filipino American who reached the position of Assistant Police Chief in the San Diego Police Department before retiring in 2009.
Item S502 - Miramar Ranch 50th Annual Halloween Carnival Day celebrates the event which has given the Scripps Ranch community an opportunity to gather for five decades.

Item 330 - Proposed Response to the Grand Jury Report: "When Will My Street Be Paved? City of San Diego's Street Paving Challenges"
The referenced Grand Jury report includes three findings and seven recommendations that are directed to the Mayor and City Council. The proposed response to IBA Report 23-23 – Attachment 1 – covers these findings and recommendations. The City’s response is due to the Presiding Judge of the San Diego Superior Court by November 21, 2023.
Item 331 - Authorize the Use of City Forces and Authorize Construction and Post-Construction Funds for CIP S-24008 SD East of Rachael Ave SWD
This item would authorize the use of City Forces for the construction of the CIP S-24008 SD East of Rachael Ave Stormwater Drain Project and spend fund not to exceed $20,358,815.20 from fund 400881, Debt Funded General Fund CIP. It would also authorize $4,862,263.80 from Fund 400884, General Fund WIFIA Loan-Construction, for the purpose of funding construction and post construction activities.
Item 332 - Creation of Underground Utility Districts for Normal Heights (3DD), Jamacha-Lomita (4Y1), and Egger Highlands (8R1) and the Adoption of Final Mitigated Negative Declaration for the FY16 Allocation Undergrounding Utility Districts (Project No. 463483)
This item would create Underground Utility Districts for three areas: Jamacha-Lomita, Egger Highlands and Normal Heights.
The Underground Utilities Procedural Ordinance contains specific requirements for notifying the public and conducting a public hearing. This would determine whether the public health, safety or general welfare requires the removal of poles, overhead wires and associated overhead structures and the underground installation of wires and facilities for supplying electric, communication, community antenna television or similar services in the District described.
A similar item was heard in September where Councilmembers set the October 17, 2023, hearing date. Councilmembers will now vote on whether to approve formation of the subject Districts.

El informe del Gran Jurado al que se hace referencia incluye tres hallazgos y siete recomendaciones que están dirigidas al alcalde y al Concejo Municipal. La respuesta propuesta cubre estos hallazgos y recomendaciones. La respuesta de la Ciudad debe presentarse al Juez encargado del Tribunal Superior de San Diego antes del 21 de noviembre de 2023.
Tema 332 - Creación de distritos subterráneos de servicios públicos para Normal Heights (3DD), Jamacha-Lomita (4Y1) y Egger Highlands (8R1) y la adopción de la declaración negativa mitigada final para los distritos de servicios públicos subterráneos de asignación FY16 (Proyecto No. 463483)
Este elemento crearía distritos de servicios públicos subterráneos para tres áreas: Jamacha-Lomita, Egger Highlands y Normal Heights.
La ordenanza de procedimiento de servicios públicos subterráneos contiene requisitos específicos para notificar al público y celebrar una audiencia pública.
