The People’s Business – May 17, 2022

Three committee meetings lead us into the end of a busy week at the City Council.  On Wednesday, The Public Safety and Livable Neighborhoods Committee will get an update on Falck Mobile Health on their performance.  The ED & IR Committee will consider implementing recommendations of a report that studied the City’s contracting practices with underrepresented groups. On Thursday, the Mayor’s office will present its revised budget to the Council.

DispatcherItem 1 - Ordinance to Authorize a Second Amendment to the Agreement between the City of San Diego and Streamline Automation Systems – This item seeks approval to execute a second amendment to the agreement with Streamline Automation to update the Cost/Price Proposal to provide continued support, updates and maintenance to the fire inspection software currently used and installed by the Fire-Rescue Department.


 


 


Item 2 - Authorization to extend the Agreement with CentralSquare Technologies for Fire’s Computer Aided Dispatch System - Fire-Rescue and the San Diego Police Department are in the process of issuing a joint Request for Proposal for a new CAD system. An extension to the contract with CentralSquare would be necessary to continue this critical public safety system until the Request for Proposal process is complete and a new CAD system can be implemented.

ParksItem 3 - Fiscal Year 2023 Annual Reports for Parks and Recreation Department Maintenance Assessment Districts – This item would approve the Fiscal Year 2023 Annual Reports for each of the 55 Maintenance Assessment districts administered by the Parks and Recreation Department prior to the County of San Diego enrollment deadline of August 10th. The annual reports contain updates to the assessment rolls due to parcel changes and also reflect the Fiscal Year 2023 Budget for each district.


 


Item 4 - Fiscal Year 2023 Maintenance Assessment Districts Annual Reports for Economic Development Department – This item would approve FY 2023 Annual Reports for the Adams Avenue, Barrio Logan, Central Commercial, City Heights, College Heights, Hillcrest Commercial Core, La Jolla, Little Italy, and Newport Avenue Maintenance Assessment Districts.


 


Item 5 - Resolution Approving Acceptance of Grant from the State of California’s "Californians For All" Initiative to Fund the City’s Youth Workforce Program – This item would authorize the Mayor’s office to apply State of California’s Californians for All initiative and to take all necessary actions to secure funding for an amount not to exceed $18,584,147 in State grant funds for the City’s Youth Workforce Program

FalckItem 6 - Falck Mobile Health Corp. Contract Update – The City executed a contract with Falck Mobile Health Corp. on June 1, 2021 to provide Emergency Ambulance Service, 9-1-1- Response, Advanced Life Support Transport, and Standby Service. This report is an update to the Public Safety and Livable Neighborhoods Committee regarding the status of the contract, including staffing hours, response times, unit hour utilization ratios and filling leadership/administrative positions.

VendingItem 1 - Authorization of a Marketing Partnership Agreement with Compass Group USA to be the Official Snack and Beverage Vending Partner of the City of San Diego for up to five years - Corporate Partnerships and Development is proposing to enter into a Marketing Partnership Agreement with Compass Group USA to be the City’s “Official Snack and Beverage Vending Partner”. This partnership is anticipated to provide a minimum of $115,000 in revenue up to a five-year contract term if all renewals are exercised.


 


Item 2 – Implementation of 2020 City of San Diego Disparity Study Recommendations - In April of 2021, Purchasing & Contracting staff presented findings for the 2020 City of San Diego Disparity Study1 conducted by BBC Research and Consulting to City Council. The purpose of the study was to identify whether any gaps exist in the organization’s contracting with traditionally underrepresented groups and included items for consideration to remedy those gaps.  This item would adopt recommendations to help further increase the participation of minority-, woman-, and disabled veteran-owned businesses in City contracts.


 


Item 3 - North Park Maintenance Assessment District Formation Overseen by the Economic Development Department - This item initiates the process to form the North Park Special Enhancement District (NPSED), a Maintenance Assessment District (MAD). The District would provide services over and above the baseline services currently provided by the City as well as the enhanced services provided by the North Park MAD. The NPSED would provide funding for, ongoing maintenance, operation and servicing of landscaping, sidewalk and gutters, trash removal, graffiti abatement and other activities.


 


Item 4 – Fiscal Year 2023 Property and Business Improvement Districts - The State of California Property and Business Improvement District Law of 1994 requires that the City Council annually approve annual reports for the Property and Business Improvement Districts (PBIDs) for each fiscal year.  The two located in San Diego are Downtown PBID and North Park PBID.

Item 5 – Approval of the FY 2023 San Diego Tourism Marketing District Report of Activities – This item would approve the Fiscal Year 2023 San Diego Tourism Marketing District Report of Activities with an anticipated budget total of $57,272,419 including projected and prior year assessments and reserved funds. 


 


 


Item 6 - 2022 State Affairs Update - Government Affairs staff and representatives from the City’s state legislative consulting firm will provide an update of state legislative issues and City advocacy objectives.

Item 1 – Fiscal Year 2022 Third Quarter Budget Monitoring Report - The purpose of this report is to provide the City Council and the public with an update of revenues and expenditures for funds with budgeted personnel expenditures. This report includes actual revenues received and expenditures incurred through the 3rd Quarter, March 31, 2022, and projections for the final three months of the fiscal year.

Item 2 – May Revision to the Fiscal Year 2023 Proposed Budget - The Mayor’s staff will present the Mayor’s recommended revisions to the Fiscal Year 2023 Proposed Budget. The May Revision reflects the most current projections of revenues and expenditures for the upcoming fiscal year and outlines the significant adjustments to the Fiscal Year 2023 Proposed Budget based on these projections.
