After some weighty City Council Meetings, councilmembers only have one committee meeting this week.  The Budget and Government Efficiency Committee will meet to discuss funding for Stormwater Capital Improvement projects and expanding contract agreements.

Storm DrainItem 1 – Stormwater Capital Improvement Program:  Authorize approval of the U.S. Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act (WIFIA) Loan Commitment to the Stormwater System - Authorize the funding of up to $733 million for the Stormwater Capital Improvement Program using a combination of WIFIA Loans for up 49% and City’s contribution for up to 51% in the form of grant funds, cash, and or financing proceeds, which could include bonds, notes, and State Revolving Fund Loans.


 


Marijuana ScaleItem 2 - Authorizing the Appropriations Increase in CIP T-19003, Accela Implementation Phase 2 and Enterprise IT ATT00002, for Development Services Online Permitting System – This item would authorize an increase in the Fiscal Year 2022 Capital Improvement Program Budget, and accept, appropriate and expend an amount not-to-exceed $393,750.  The funds would be used to develop a Cannabis permit processing module that integrates with the City’s current permit processing tracking system into the CIP Enterprise Funded IT Projects Annual, contingent upon receipt of a fully executed Grant Agreement if the Grant funding is secured.


 


Item 3 - Agreement (H2225966) with NV5, Inc., for As-Needed Plan Check and Inspection Services in the Development Services Department - The Development Services Department has experienced increased workload volume for all permit types, including discretionary entitlements and ministerial building and right of way permits, and must immediately augment its workforce in order to reduce the backlog of projects to be processed as the Department works to fill Departmental vacancies.  This item awards an As-Needed Plan Check and Inspection Services contract to NV5, Inc. to provide augmented workforce support for Development Services Department permitting process in an amount not-to-exceed $250,000.
