Councilmembers will consider an ordinance regulating the use, acquisition and funding of surveillance technology.  They will also discuss the Coastal Commission’s suggested modification of ordinances pertaining to ADU’s and tiny homes in the coastal zone.

Item 201 - Consideration of an Ordinance Regulating the City's Use, Acquisition, and Funding of Surveillance Technology – The goal of the proposed ordinance is to provide San Diegans and the public with the information and opportunity to participate in important decisions about surveillance technology. The Transparent and Responsible Use of Surveillance Technology Ordinance requires transparency, accountability, and oversight for all surveillance technology and ensures the public has the opportunity to learn about the civil rights and civil liberties impact of surveillance technology before being acquired by the City. If acquired, the use of surveillance technology must be re-examined each year to ensure any benefits outweigh the civil liberties and civil rights costs.

Item 202 - TransNet Local Street and Roads Program - 2023 Regional Transportation Improvement Program (RTIP) Development and Fiscal Years 2023 – 2027 Program of Projects – This action will authorize programming adjustments to TransNet-funded projects and provide the required City Council resolutions to amend the 2023 Regional Transportation Improvement Program (RTIP) and Five-Year Program of Projects for Fiscal Year 2023 through Fiscal Year 2027.

Item 204 - California Coastal Commission Suggested Modifications to Two Ordinances Amending the San Diego Municipal Code and Local Coastal Program: (1) Movable Tiny Houses Amendments to the Companion Unit and (2) Junior Unit Regulations and the Housing Legislation Code Update - On December 17, 2021, the California Coastal Commission (CCC) conditionally certified the code amendments with several suggested modifications to the Housing Legislation Code Update related to the ADU and JADU Regulations and associated Coastal Development Permit requirements. The CCC also conditionally certified the Movable Tiny Houses regulations, as amended by the Housing Legislation Code Update, with suggested minor modifications. The City Council must adopt the suggested modifications prior to the regulations going into effect within the Coastal Zone.

Item 200 – City Council Workshop entitled “A Primer on Budget Equity Tools” - This item provides financial training for the City Council.  The presentation will provide an overview of basic principles, tools and key factors that go into budgeting with an equity lens. The presentation will be made by Kim Desmond, the City’s Chief Race and Equity Officer for the Department of Race and Equity.
