Item 30 – Juneteenth Day honors the oldest known celebration commemorating the ending of slavery.
Item S503 – World Refugee Month recognizes the need to work with refugee and immigrant leaders to improve the lives of new community members.
Item S509 – The San Diego Association of Black Journalists 20th Annual Scholarship Celebration Day honors the SDABJ’s efforts to provide scholarships to prospective journalism students.
Item S510 – City Heights CDC 40th Anniversary Day honors the organization which has been dedicated to creating and sustaining affordable housing, livable neighborhoods and fostering economic self-sufficiency.

Item 330 - Resolution to Designate the San Diego Black Arts and Culture District in the Encanto Community – Request that the City Council adopt the resolution to designate Imperial Avenue from 61s Street to 69th Street in Encanto as the ‘San Diego Black Arts and Culture District’. This area was formerly referred to within the 2005 Imperial Avenue Corridor Master Plan which is within the Diamond Business Improvement District.
Item S511 - Consideration of a Resolution of the Council of the City of San Diego Setting Forth the Council’s Policy Direction Related to a Proposed Measure to Amend San Diego Municipal Code Section 66.0127 Regarding Collection, Transport, and Disposal or Recycling of Refuse, Directing the City’s Management Team for Labor Relations to Meet and Confer, as Required by the Meyers-Milias-Brown Act – This item involves consideration of a proposed measure for the November 2022 ballot to amend San Diego Municipal Code Section 66.0127 regarding collection, transport, and disposal or recycling of refuse. This proposal will require notice to the City’s recognized employee organizations and an opportunity to negotiate any mandatory subjects of collective bargaining triggered, as required by the ct and Council Policy 300-06
Item 333 - Fiscal Year 2023 Maintenance Assessment Districts Annual Reports for Economic Development Department – This item would approve an annual report for each respective Maintenance Assessment District for each fiscal year for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's report.
Item 334 - Fiscal Year 2023 Annual Reports for Parks and Recreation Department Maintenance Assessment Districts - This item would approve the Fiscal Year 2023 Annual Reports for each of the 55 Maintenance Assessment districts administered by the Parks and Recreation Department prior to the County of San Diego enrollment deadline of August 10th. The annual reports contain updates to the assessment rolls due to parcel changes and also reflect the Fiscal Year 2023 Budget for each district.
Item 332 - Approval of the Fiscal Year (FY) 2023 San Diego Tourism Marketing District Report of Activities – This item seeks approval of the Fiscal Year 2023 San Diego Tourism Marketing District Report of Activities with an anticipated budget total of $57,272,419. This includes prior year assessments and reserved funds and authorization for the Chief Financial Officer to appropriate and expend associated funding and recover City administration expenses.
Item 331 - Fiscal Year 2023 Property and Business Improvement Districts – The annual reports contain updates to the assessment rolls due to parcel changes and reflect the Fiscal Year 2023 Budget for each district. Currently there are 64 MADs within the City of San Diego. The Economic Development Department oversees nine (9) MADs: Adams Avenue, Barrio Logan, Central Commercial, City Heights, College Heights, Hillcrest Commercial Core, La Jolla, Little Italy, and Newport Avenue.
Item S504 - North Park Maintenance Assessment District Formation Overseen by the Economic Development Department - The proposed NPSED is within the North Park community and overseen by the Economic Development Department. The District would provide services over and above the baseline services currently provided by the City as well as the enhanced services provided by the North Park MAD. The NPSED would provide funding for, ongoing maintenance, operation and servicing of landscaping, sidewalk and gutters, trash removal, graffiti abatement and other activities and improvements located within the public rights-of way and dedicated easements located within the district.
