Item 200 – City Council Workshop Entitled “A Primer on Budget Equity Tools” - The City Council will receive an informational presentation in keeping with the comprehensive financial training program adopted by the City Council in December 2006. The presentation will provide an overview of basic principles, tools and key factors that go into budgeting with an equity lens. The presentation will be made by Kim Desmond, the City’s Chief Race and Equity Officer for the Department of Race and Equity.

Item 203 - California Coastal Commission Modifications to the Land Development Manual, Appendix R, Transportation Study Manual related to Complete Communities: Mobility Choices – The City and Coastal Commission (CCC) staff worked collaboratively on the suggested modifications that would apply only within the Coastal Zone. The proposed amendment by the Coastal Commission included changes to the Transportation Study Manual (TSM) to include language to guide applicants as to when additional traffic analysis may be required for near-shore development in the Coastal Overlay Zone. The CCC also added a new section to the TSM Appendix D: Transportation Project Analysis Supplement Guidance which provides a list of transportation projects that are presumed to have a less than significant impact and therefore would not be required to conduct VMT analysis.
Item 201 - Authorization to Execute a Cooperative Procurement Contract with 72 Hour LLC, (dba National Auto Fleet Group) for the Purchase of Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories – This action is to authorize execution of a Cooperative Procurement Contract with 72 Hour LLC for the City of San Diego light duty fleet. The duration of the agreement would be for approximately three years, through November 8, 2025, with up to an additional one year option period.
Item 202 - Authorization to Execute a Cooperative Procurement Contract with 72 Hour LLC, (dba National Auto Fleet Group) for the Purchase of Class 4-8 Chassis with Related Equipment, Accessories, and Services – This action is to authorize execution of a Cooperative Procurement Contract with 72 Hour LLC for the City of San Diego medium and heavy duty fleet, for approximately two years, through August 1, 2024, with up to an additional one year option period
