Wednesday’s Committee meeting agendas are hefty. The Budget Committee will consider amending a contract for a water cost of service study and a statement of budgetary principles. ED & IR Committee Members will consider amendments to leases with the Neighborhood House Association and get an update on potential childcare facilities on City-owned properties.

Item 1 - Extension of the Lexis Nexis contract and approval of Amendment No. 3 – This item would extend the Lexis Nexis contract to provide continued access to the Accurint Program, a skip tracing tool, used by the Office of the City Treasurer Delinquent Accounts Program for citywide debt collection.
Item 2 - Authorization to execute a one-year Agreement with Assetworks, INC. for a Fleet Management Information System – This item would authorize execution of a one-year Sole Source Agreement with AssetWorks, INC., for continuation of services of our Fleet Management Information System “FleetFocus” for the City of San Diego.
Item 3 - Third Amendment to Vendor Agreement No. 4500023939 between the City of San Diego and Ventiv Technology Inc – This item would approve the Third Amendment to the Agreement between the City of San Diego and Ventiv Technology Inc. for the purchase of up to 30 additional software licenses to support users of the City’s claim management information system and associated increases to the contract not to exceed amount.

Item 4 - First Amendment to As-needed Agreement with Raftelis Financial Consultants, Inc. for Various Water, Wastewater and Recycled Water Services Including Cost of Service Studies (10084319-17-H) – This item would approve the First Amendment to the As-Needed Agreement with Raftelis Financial Consultants, Inc., for an additional amount not to exceed $150,000.00 increasing the total amount of the agreement to $1,131,382.00, which will be utilized for the Water Cost of Service Study. This action will also extend the contract term for an additional one year.
Item 5 - Proposed FY 2023 Statement of Budgetary Principles – This item would adopt the Proposed FY 2023 Statement of Budgetary Principles to designate areas of Mayoral and Council authority, and to establish the processes by which budget and administrative information would be communicated between the two branches in order to support the effective and efficient governance of the City.

Item 1 - First Amendment to the Consulting Agreement with Miki Iwasaki for the Children's Park Public Art Project (H176928) – This item would authorize the First Amendment to the Consulting Agreement with Miki Iwasaki to provide artist consulting services for the creation of a site-specific public artwork for Children’s Park. There is no financial impact to the amendment of this Consulting Agreement.
Item 2 - First Amendment to the Consulting Agreement with Janelle Iglesias for the Pacific Highlands Ranch Branch Library Public Art Project (H187020) – This action would authorize the First Amendment to the Consulting Agreement with Janelle Iglesias to provide artist consulting services for the creation of a site-specific public artwork for Pacific Highlands Ranch Branch Library. There is no financial impact to the amendment of this Consulting Agreement.

Item 3 - Authorization to approve and grant a public utility easement to SDG&E on City owned property at NTC/Liberty Station – This item would authorize an underground utility easement on behalf of the City of San Diego without direct monetary consideration to SDG&E for gas and electric utility infrastructure necessary for redevelopment and continued operation of the Hotel Site at NTC.
Item 4 - Proposed Second Amendment to Lease between Neighborhood House Association and the City of San Diego - 475 West Broadway – Columbia neighborhood of the Downtown Community Plan Area – The City owns the property commonly identified as 475 West Broadway, and leases the property to Neighborhood House Association (NHA). This item would adopt a resolution approving a Second Amendment to the Lease between the City and NHA for the property;
Item 5 - Proposed Third Amendment to Lease between Neighborhood House Association and the City of San Diego - 808 West Cedar Street – Little Italy neighborhood of the Downtown Community Plan Area – The City owns the property commonly identified as 808 West Cedar, and leases the property to Neighborhood House Association (NHA). Adopt a resolution approving a Third Amendment to the Lease between the City and NHA for the property located at 808 Cedar Street.

Item 6 - Update on Childcare Facilities Request for Information - To address the shortage of affordable childcare facilities in San Diego, the Department of Real Estate and Airport Management was tasked with assessing City of San Diego owned properties for potential use as childcare facilities and reporting the findings to the Economic Development & Intergovernmental Relations Committee.
Item 7 - City of San Diego Draft Cannabis Equity Assessment Report and Preliminary Recommendations – The purpose of the City of San Diego’s first draft Cannabis Equity Program is to focus on creating equity and inclusion for individuals and communities negatively impacted by cannabis criminalization. In support of this, community stakeholders and City staff have prepared the following draft Equity Assessment and is proposing a new Cannabis Social Equity and Economic Development (SEED) program.
Item 8 - 2022 Federal Affairs Update - Government Affairs staff and representatives from the City’s federal legislative consulting firm will provide an update of federal legislative issues and City advocacy objectives.
