The People’s Business – January 17, 2023

Three committee meetings fill the shortened work week. The Rules Committee hears an informational item on possible changes to CPPS Funding.  The Public Safety Committee will get an update on the Falck Mobile Health Corporation’s contract. The Environment Committee will hear several items related to SDG&E including meetings with the Chief Operating Officer, climate equity programs and customer equity programs.

Rules Committee Meeting – January 18, 2023 – 9 a.m.

Item 1 - Discussion of The 2023 Rules Committee Priorities - On December 19, 2022, Committee Chair Elo-Rivera issued a memo requesting input on the 2023 committee priorities to members of the Rules Committee. The 2023 Rules Committee priorities incorporate feedback received from Committee Members and will be discussed in a public meeting. The Chair will then provide a work plan for the Committee’s work throughout the year.


 


Item 2 - Informational Discussion on Council Policy 100-06:City Council Funding of Community Projects – Council Policy 100-06 prescribes the administration of City Council Funding of Community Projects, Programs and Services (CPPS). This item is an informational discussion to inform possible amendments to Council Policy 100-06 to be brought back to the Rules Committee at a future committee meeting. Other areas the Council may wish to consider amending is the accounting basis for the CPPS allocation as part of the City budget; how to handle unexpended CPPS funds; funding and project eligibility; minimum project allocation; the application process; and administrative clarifications. The presentation will touch on each of these areas.

Item 1 – Resolution to Authorize Grant Process for National Urban Search and Rescue (US&R) Preparedness Cooperative Agreement- The Fire Rescue Department is the sponsoring agency for California Task Force 8 (CA-TF-8), a member of the FEMA Urban Search and Rescue System. Costs related to CA-TF-8 are funded through continuing grants in the form of cooperative agreements from DHS/FEMA. The City is required to apply for the grant funds and establish a special account for each grant awarded and accepted.  This item would approve a resolution authorizing the Mayor to apply for and take all necessary actions to secure funding for California Task Force 8 though grant funds for Fiscal Years 2023-2027, including any amendments, extensions, or renewals of the grants.


 


Item 2 - Adopt the 2022 edition of the California Fire Code by approving amendments to the San Diego Municipal Code – This item would adopt the 2022 edition of the California Fire Code by approving amendments to the San Diego Municipal Code. Every three years, the City of San Diego adopts the latest edition of the California Fire Code. This is done in coordination with the State of California’s adoption and amendment of the International Fire Code, also referred to as the model code. The proposed amendments and additions also propose modifications to implement administrative regulations from the California Building Standards Code.


 


Item 3 - Public Safety Committee Priorities for Calendar Year 2023 – This item is an opportunity for Committee Members and the public to provide their priorities for the Public Safety Committee for Calendar Year 2023. The feedback will be used to create the annual work plan for the Public Safety Committee.


 


Item 4 - Falck Mobile Health Corp. Contract Update - The City executed a contract with Falck Mobile Health Corp. (Falck) on June 1, 2021 to provide Emergency Ambulance Service, 9-1-1- Response, Advanced Life Support Transport, and Standby Service. This report is an update to the Public Safety Committee regarding the status of the contract. Falck has made minimal progress to meet the primary obligations of the contract to include staffing hours, response times, recruitment, and retention of personnel. Fire-Rescue is working toward an amendment which allows the City to assume provider responsibilities and provide continuity in public safety. Confirming all the variables within the amendment will require additional time and will be conveyed to committee members at a later date.

Item 1 - Third Amendment to the Agreement with Itron, Inc. for Maintenance & Support Services for the City of San Diego’s Meter Reading System – This action is for approval of the Third Amendment to the Sole Source No. 4111 contract with Itron, Inc. to increase the not-to-exceed amount by $1,000,000 to a total not-to-exceed amount of $3,800,000 for maintenance and support services of Public Utilities Department, Water Meter Services Division’s meter reading system through August 31, 2024.


 


Item 2 - Pure Water – Second Amendment to the Agreement with Trussell Technologies, Inc. for Specialized Technical Support Services for North City Pure Water Facility and Demonstration Pure Water Facility (H186591) – The City entered a five year agreement with Trussell Technologies, Inc. for Specialized Technical Services for the North City Pure Water Facility and Demonstration Pure Water Facility in February 2018. The current contract amount and expiration date are $4,860,000 and February 25, 2023, respectively. The Public Utilities Department is proposing to amend the contract to increase the not-to-exceed amount by $3,190,000 to $8,050,000. Also, as part of the amendment, PUD proposes to extend it for another five years to February 25, 2028.


 


Item 3 - Environment Committee Priorities and Input for 2023 Work Plan – On December 22, 2022, Committee Chair Joe LaCava issued a memo requesting input on 2023 Committee priorities to the members of the Environment Committee. The 2023 Environment Committee priorities incorporate feedback received from Committee members to discuss in a public meeting and provide a work plan for the Committee’s work throughout the year.


 


Item 4 - Annual Stormwater Department Update – The Stormwater Department (SWD) is responsible for protecting local streams, rivers, bays, and beaches from pollution and for building, operating, and maintaining the City’s vast, integrated stormwater system to reduce flood risk to communities and protect the public’s health and safety. This annual update provides a summary of the SWD’s accomplishments in FY22 that provide year-round preparation for the impacts of the storm season, specific pre-storm season activities for the 2022-2023 winter storm season, and a lookahead at additional planned activities that are organized around the SWD goals.


 


Item 5 - Briefing on Quarterly SDG&E and City COO Meetings – In accordance with the Energy Cooperation Agreement between the City of San Diego and San Diego Gas and Electric, a quarterly briefing between the City Chief Operating Officer and SDG&E President, or their designees, is to occur to cover the status of major projects, initiatives, and other items of interest as identified by the parties. An annual report regarding these briefings is due to the Environment Committee from the COO or designated staff.


 


Item 6 - SDG&E Presentation on Customer Equity Programs – As a component of the Electric and Gas Franchise agreements, SDG&E and the City of San Diego also executed an Energy Cooperation Agreement (ECA) outlining actions and initiatives that they would partner on that did not fall within the specific scope of the franchises. One of these actions is a presentation on Public Purpose Programs within the City as well as other customer support programs such as CARE, FERA, and efficiency incentive programs.


 


Item 7 - SDG&E Presentation on Climate Equity - As a component of the Electric and Gas Franchise agreements, SDG&E and the City of San Diego also executed an Energy Cooperation Agreement outlining actions and initiatives that they would partner on that did not fall within the specific scope of the franchises. One of these actions is a presentation on the ways that SDG&E is supporting the City’s Climate Action Plan goals, San Diego Community Power, and other projects SDG&E is working on to support Greenhouse Gas reduction efforts.
