The People’s Business – December 9, 2022

The San Diego City Council begins the week with a certification of election results and the inauguration of the candidates who were elected and re-elected to represent their districts in the City Council.  The afternoon meeting will feature proposed updates on prioritizing CIP projects and an update on Sports Arena Blvd. redevelopment.

Item 202 – Selection of a Council President – Councilmembers vote for a member of the Council to serve as City Council President.


 


PlaygroundItem S400 - Proposed Updates to City Council Policy 800-14 Prioritizing CIP Projects and Council Policy 000-32 for Neighborhood Input on Infrastructure Needs and Priorities – Recently adopted initiatives, including Parks for All of Us and Build Better SD, called for a need to change the way the City prioritizes infrastructure projects to ensure faster and more equitable delivery of needed community investments. The desired outcome is to ensure that equity, public safety and quality of life, as well as effectiveness and efficiency, are achieved through each identified project in the City's infrastructure needs and investment. This action item provides City Council with recommended updates to Council Policy 800-14 for Prioritizing Capital Improvement Program Projects and Council Policy 000-32 for Neighborhood Input on Infrastructure Needs and Priorities.


 


 


Item S401 - Third Contract Amendment to Extend the Term for Sanitation Services and Incidental Hazardous Waste Removal on Public Rights-of-Way and Other City-Owned Property with Clean Harbors Environmental Services, Inc. - This action authorizes extending the Contract between the City of San Diego and Clean Harbors Environmental Services, Inc. (Clean Harbors), which resulted from Request for Proposals for Sanitation Services and Incidental Hazardous Waste Removal on Public Rights-of-way and other City-Owned Property, Solicitation Number: 10089323-18-K, through October 31, 2023. The extension would allow for uninterrupted services while an RFP process for a replacement contract is being awarded, as this is the only contract the City has for this type of service. The Contract was executed on April 9, 2018, and therefore this amendment would extend the Contract beyond five years.

Sports ArenaItem 204 – Update on the Redevelopment of the City-Owned Real Property Located at 3220, 3240, 3250 and 3500 Sports Arena Boulevard (Midway Site) - On September 13, 2022, the City Council selected Midway Rising as the successful respondent to the Midway Notice of Availability and authorized staff to negotiate and enter into an Exclusive Negotiating Agreement for the redevelopment of a 48.5 acre site in the Midway District of Council District 2. As part of its action, the City Council requested that City staff, at a minimum provide the City Council with quarterly information updates to include progress made to date, completion of milestones, anticipated next steps and to receive additional input.


 


Item 205 - Summary of the COVID-19 Pandemic Response from Several Key City of San Diego Departments - The item will provide a summary of the City of San Diego’s response to the COVID-19 pandemic and will include an overview of actions taken by several key departments throughout the pandemic.
