Proclamations

Item 30 – Libby Borg Day honors a public servant who dedicated over three decades of her career to the City of San Diego, including stints in the finance department, executive management and most recently in the City Clerks office.

Item 31 – Elvin Lai Day recognizes the man commonly known as the ‘mayor’ of Pacific Beach.

Item 32 – Phet Keovoravongsa Guiney Day celebrates a Laotian immigrant who served 35 years as a San Diego Police officer.

Item 33 – Ken-Tal Litter Pickers Day recognizes a group of Kensington and Talmadge residents who regularly dedicate their time to beautifying their neighborhood since 1995.

Discussion Agenda

Item 330 - Fiscal Year 2023 Capital Improvements - Program (CIP) Mid-Year Budget Monitoring Report and CIP Budget Revisions - The CIP Mid-Year Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity. This includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.

Item 331 - First Amendment to the Non-Profit Agreement with Jewish Family Service for the Safe Parking Program – In June 2022, the City of San Diego (City) entered into a Non-Profit Agreement with Jewish Family Service to operate the City’s Safe Parking Program. This item is to execute an amendment to the NonProfit Agreement with Jewish Family Service for the Safe Parking Program to incorporate Family Homelessness Challenge Grant funding and objectives.

Item 332 - Authorization for the City of San Diego Sewer Interim Financing for the Sewer Fund Portion of the Pure Water Project Phase 1 – This action requests authorization for the City of San Diego Sewer Utility to enter into an interim financing agreement with Wells Fargo Bank, National Association, and related actions. The proposed interim financing will provide liquidity to the Sewer Fund, as needed, and facilitate the continued execution of the Sewer Utility’s Pure Water Project Phase 1 and other capital projects.

Item S501 - Affordable Housing Loan Agreement-PATH Villas El Cerrito Phase 1 – The proposed Loan Agreement between the City of San Diego and PATH Villas El Cerrito 1, L.P., a California limited partnership provides a loan for the PATH Villas El Cerrito Phase 1 affordable housing project in an amount not to exceed $2,050,000. The Project is located at 5476 El Cajon Boulevard in the College Area Community Plan Area.  The Project will include new modular construction of 41 studio, one and two-bedroom residential units with 40 units affordable on a long-term basis to extremely low income (30% AMI) households, available to individuals and families experiencing homelessness. One manager’s unit will not be subject to any affordability restrictions.

Item S503 - Resolution Authorizing the Execution of Lease and Related Agreement with SCP Park Services for City-Owned Property Commonly Known as Horton Plaza Urban Park in Downtown San Diego, Making Certain Determinations in Accordance with the California Environmental Quality Act and Waiving of Certain Requirements in Council Policy 700-10 – In May 2019, the City approved the First Implementation Agreement to the Owner Participation Agreement between the City and SCP Horton Owner 1, LLC, SCP Horton Owner 2, LLC, SCP Horton Owner 3, LLC, SCP Horton Owner 4, LLC. Pursuant to the FIA, Developer and City agreed to enter a Ground Lease for the Plaza Property, which would include consideration for Developer’s capital investment, return on Developer’s capital investment, and the appropriate percentage of rent to be paid to City. Developer and City now propose by this Second Implementation Agreement to allow for a Ground Lease of the Sales Parcel and without the adjacent Historic Horton Park for a term of 25 years with the option to extend if certain conditions are met. Activation of the site will encourage residents and visitors to reimagine and creatively reinvent an underutilized space to cultivate a sense of community.

Public Facilities Financing Authority Agenda

Item FA 1 - Authorization of Public Facilities Financing Authority of the City of San Diego Lease Revenue Bonds and Related Documents – A resolution of the Public Facilities Financing Authority of the City of San Diego authorizing the issuance of its Lease Revenue Bonds in one or more series, in a principal amount not to exceed $175 million, various related actions, and the execution of certain financing documents including, but not limited to, the forms of Additional Amendment to Site Lease, Additional Amendment to Facilities Lease, Additional Supplemental Indenture, and Bond Purchase Agreement.

Item FA 2 - Authorization of the Public Facilities Financing Authority of the City of San Diego to Execute a Revolving Credit Agreement and Fee Agreement and Approve Certain Other Actions in Connection Therewith – This resolution will approve the forms and authorize the execution and delivery by the Public Facilities Financing Authority of the City of San Diego of a Revolving Credit Agreement and Fee Agreement and approve certain other actions in connection therewith.
