Item 1 - Communications Department Video System Engineering Services Contract with AVI Systems Inc – This action is to authorize execution of a Video System Engineering Services Contract with AVI Systems Inc. to provide video system engineering, design, consulting, installation, and maintenance services to maintain new and existing audio/visual equipment required for the City’s Communication Department. The total Contract value for the five-year term will not exceed $2,400,000 and will be funded by the City’s Public, Educational and Government Access Fund and General Fund.

Item 3 - Further Consideration of Ballot Measure Proposal for the November 2022 Election per Council Policy 000-21- Proposed Amendments to City Charter Regarding City Employee Hiring and Recruitment Practices - This item involves consideration of a proposed ballot measure to reform the City’s recruitment, hiring, and other personnel-related practices, submitted in compliance with the Council Policy by the deadline of April 4, 2022, for consideration for the November 2022 election. On March 16, 2022, the Rules Committee voted unanimously to advance this proposal for staff review and analysis by Council District 5, the City Attorney, the Mayor’s Office, and the Independent Budget Analyst’s staff, and to return to the Rules Committee for a second Committee discussion. This request represents the second hearing by the Rules Committee with a requested action to proceed to the Full City Council for consideration.
