And…. We’re back.  Monday’s City Council meeting focuses on two items.  Councilmembers will appoint the new Independent Budget Analyst and affirm the appointee’s salary.  The Council will also hear a proposed residential no-fault eviction moratorium.

IBAItem S400 - Appointing Independent Budget Analyst and Affirming the Independent Budget Analyst’s Salary – The City Council interviewed four candidates in a special closed session meeting on March 7, 2022, selecting one finalist candidate for appointment to the IBA position. The Council must approve the appointment of that finalist, Charles Modica, in open session. 


Since salary cannot be discussed in closed session, on March 8, 2022, the City Council designated Julie Rasco, the Director of the Human Resources Department, as the City Council's representative for purposes of any labor negotiations required in the appointment of the Independent Budget Analyst. Julie Rasco and the Council President worked with the finalist candidate to negotiate a recommended salary for Council to consider and make a final determination.  The salary recommended for Council consideration is $220,000.


 


Item 200 - Residential “No-Fault” Eviction Moratorium to Preserve Tenancies During the Declared State of Emergency from COVID-19 – This emergency ordinance would, until 60 days after the end of the declared local state of emergency from COVID-19, authorize a moratorium on “no-fault” evictions, with certain exceptions, to help preserve the health and safety of the public. The ordinance would be enacted on April 4, 2022, following the end of state preemption on new eviction moratoria established by AB 832.
