Mayor Gloria Announces Appointments
SAN DIEGANS TO SERVE ON CITY BOARDS AND COMMISSIONS

SAN DIEGO Mayor Todd Gloria today announced the following appointments and reappointments to City boards and commissions:
Jerry Butkiewicz, 69, is being reappointed to the San Diego County Water Authority. Having served on the Water Authority since 2016, he sits on the Legislation and Public Outreach Committee, Water Planning and Environmental Committee and San Vicente Project Negotiations Work Group. A retiree from San Diego Gas & Electric and a longtime advocate for working families, Mr. Butkiewicz has served on boards across our region, including, but not limited to, the San Diego Regional Chamber of Commerce, United Way of San Diego County, San Diego Food Bank, San Diego Workforce Partnership and the California Workforce Development Board.
The San Diego County Water Authority is the wholesale supplier of water to 24 retail water agencies in the San Diego region, including the City of San Diego.
Dr. Kasey Markoski, 34, is being appointed to the Accessibility Advisory Board. She currently serves as director of client services for the San Diego Center for the Blind, where she is responsible for management of all client services, including an in-house rehabilitation independent living skills program for visually impaired adults. Dr. Markoski holds a certification in literary braille transcribing, is certified as an orientation and mobility specialist and holds a clinical rehabilitative services credential in orientation and mobility. She has an associate degree in liberal arts from Santiago Canyon Community College; a bachelor of science degree in psychology from the University of Phoenix; a master of arts degree in special education, specialization orientation and mobility from California State University, Los Angeles; and a Ph.D. of philosophy in curriculum and instruction in special education from Mississippi State University, Starkville.
Victor Roosen, 58, is being appointed to the Accessibility Advisory Board. He currently serves as the ADA coordinating program manager for San Diego Gas & Electric, where he is responsible for improving the accessibility of customer communications, including websites, mobile applications, emergency communication systems, written communications, training for personnel who work on customer communications issues and other customer communications access needs. He also focuses on improving and maintaining the accessibility of branch payment offices, third-party payment locations, work in public rights of way and other physical facilities or public locations and coordinates with local governments regarding accessibility issues arising with the placement of utility poles and undergrounding projects. Mr. Roosen holds a bachelor of arts, science in psychology and family science from Brigham Young University. He is certified as an ADA coordinator from the University of Missouri.
The Accessibility Advisory Board advises the Mayor and City Council on policies and issues relating to accessibility and compliance with federal, state and local disability and access codes, rules, regulations and laws.
The above appointments are subject to City Council approval.
In addition, the following appointments were confirmed by the City Council today:
John Peelle, 48, is being reappointed to the Funds Commission. He has been in the financial services industry for 20 years, working with clients to achieve their goals. As a certified financial planning professional, he has a background in taxes, estate planning, investments, insurance, and retirement planning. Mr. Peelle also serves as a subject-matter expert for the Certified Financial Planner Board of Standards.
The Funds Commission supervises and controls all trust, perpetuity and investment funds of the City and administers them subject to the laws of the State and ordinances of the City Council.
Philip Wise, 78, is being appointed to the La Jolla Shores Planned District Advisory Board.
A resident of La Jolla for more than 30 years, Mr. Wise has extensive experience as a commercial real estate professional. He worked with CW Clark, formerly based in La Jolla, where many of his initial transactions occurred. Mr. Wise currently serves on the La Jolla Shores Association and holds a bachelor of arts degree from Miami University in Oxford, Ohio.
The La Jolla Shores Planned District Advisory Board reviews applications for permits, including applications for planned residential developments within La Jolla Shores Planned District, and makes recommendations to the Planning Department.
