Paper to Digital Plan Conversion

Customers with submitted paper applications and plans for Discretionary, Engineering, Building and Combination Building permits can now request to convert the paper files to digital. This application is only for these types of permits that started in paper form before July 1, 2020.
Converting to digital means you can submit plans and other documents for your project online 24/7. Digital plans eliminate the need to provide multiple sets of plans for review and the physical drop-off rechecks at the downtown Development Services Center, speeding up the stamp transfer and permit process. The final permitted plans will be digital for easy downloading.
What You Should Know
- This application is only for Discretionary, Engineering, Building and Combination Building Projects that started in paper form prior to July 1, 2020.
- You must convert all existing paper plans that have been stamped and other project documents (studies, agreements, related files, etc.) to digital.
- Reviewers that previously signed off will complete a digital “stamp transfer” recheck using your scanned plans with the new digital plans.

Step 2
Complete and submit the Paper to Digital Plan Conversion form.
Step 3
You will receive an email confirming the project number, instructions and a detailed list of required documents to upload. After you receive this notice, you can start uploading your digital plans and documents.
