Plumbing/Gas Permit

This permit is required for the alteration, addition or replacement of a plumbing system or portion of a plumbing system within or on any structure or premises and to comply with the minimum standards necessary to safeguard public health, safety and welfare.

Based on your desired scope of work, a plumbing/gas permit may be a Simple "No-Plan" Plumbing/Gas Permit or a Plan (required) Plumbing/Gas Permit. See Information Bulletin 103 to determine whether the scope of work qualifies for a Simple “No-Plan” Plumbing Permit.

Simple "No-Plan" Plumbing/Gas Permit

Homeowners, property owners and licensed contractors can obtain a Simple "No-Plan" Plumbing/Gas Permit for minor installations for all non-historically or potentially  historically designated properties only, including:

  • Water heater replacements, except tankless types
  • Water or sewer piping repairs
  • Gas line repairs
  • Repair or replacement of drains
  • Water softener installations
  • Pressure Reducing Valves (PRV) for domestic service

Online Permitting Portal Record Type Selection Options

  1. Single-Family Home, Duplex or Townhome Projects
    Once you are in the online permitting portal, select,  "No-Plan - Residential - Combination Mech/Elec/Plum" under the Simple No Plan Permits category when you initiate the application process..
  2. Multi-Family Residences, Apartments, Commercial and Non-Residential Projects
    Once you are in the online permitting portal, select one of the "No-Plan - Nonresidential/Multifamily" permits for either the electrical, mechanical, or plumbing project under the Simple No Plan Permits category when you initiate the application process.

Review IB-103 for a list of qualified and excluded projects for Simple No-Plan Permits.

The permit will be issued once you submit your application and pay the invoice. Once issued, an inspection can be scheduled.

Plan (required) Plumbing/Gas Permit

This permit is required for the alteration, addition or replacement of a plumbing system or portion of a plumbing system that does not qualify for a Simple "No-Plan" Plumbing Gas Permit, or projects in historically or potentially historically designated properties, ensuring compliance with the minimum standards necessary to safeguard public health, safety and welfare unless exempted in San Diego Municipal Code §129.0403.
