Construction Change and As-Graded to Engineering Permit
Apply to submit changes to approved grading and right-of-way permit or apply for a deferred As-Graded approval. For projects that were issued originally in a paper version, a scanned set of the approved drawings will be required to be uploaded for the reviewers.

What You Should Know
- City of San Diego-approved plans and specifications shall not be changed, modified or altered without authorization from the City.
- All changes, modifications or alterations to approved plans and specifications during construction must be reviewed and approved by the City prior to being incorporated into the construction documents.
- Based upon the complexity, scope and number of proposed construction changes, a Development Project Manager may be assigned to oversee the process.

Apply for a Permit
Step 1
- For resubmittal of projects submitted prior to July 19, 2021, review the OpenDSD User Guide for PTS Projects.
- For new permit applications, review the User Guide - Apply for an Engineering Permit.
Step 2
Read the requirements for PDF file uploads.
Step 3
Prepare the following documents:
- Use one of the required templates to create your engineering construction change.
- Complete the Project Contacts Information (DS-345)
Step 5
When submitting plans with your application, you must check the plan sheet numbers before uploading your files.
Step 6
You will be required to upload the completed PDF template from Step 3.
