Villa La Jolla Drive Drainage System Emergency

Emergency Update

Jan. 3, 2025

The project remains on schedule for completion in late spring. The current work schedule is seven days a week from 7 a.m. to 7 p.m., with occasional night work as needed.

Workers are currently placing forms to construct a concrete box to provide access to the pipeline interior for repairs and future maintenance.

Current work also includes removing debris inside the pipe in preparation for rehabilitating the storm drain. When the new structure is ready, workers will enter the storm drain and coat damaged areas inside the pipeline with a strong concrete mix. This process forms a new concrete pipeline inside the old metal one.

Workers remove debris and inspect damaged areas inside the storm drain as part of the Villa La Jolla Drive Drainage System Emergency project. Work on the project continues seven days per week from 7 a.m. to 7 p.m.

Dec. 12, 2024

A planned closure of the southbound lanes of Villa La Jolla Drive from Holiday Court to La Jolla Village Drive to install steel plates in the roadway has been postponed. The closure was originally scheduled for Thursday, Dec. 12, through Sunday, Dec. 15, from 9 p.m. to 5 a.m. each day. We will provide a new update once the closure has been rescheduled.

Dec. 9, 2024

Construction crews have issued a traffic alert advising motorists to avoid the project area near the intersection of La Jolla Village Drive and Villa La Jolla Drive from Thursday, Dec. 12, through Sunday, Dec. 15, from 9 p.m. to 5 a.m. each day. Crews will be closing the southbound lane of Villa La Jolla Drive from Holiday Court to La Jolla Village Drive to install steel plates in the roadway.

Oct. 18, 2024

Construction crews have completed the installation of the outer shoring walls at the project site. Work is now underway to excavate the damaged storm drain 40 feet below the ground.

Beginning Saturday, Oct. 19, crews will begin weekend work. The new work schedule is 7 a.m. to 7 p.m., seven days a week. Extended hours, including night work, may occur as needed to expedite the project.

Sept. 25, 2024

Construction crews have successfully relocated the water line at the project site. In order to relocate a nearby sewer line, crews will be conducting night work from Saturday, Sept. 28, at 8 p.m. to Sunday, Sept. 29, at 8 a.m. This work requires the closure of Villa La Jolla Drive between La Jolla Village Drive and Villa Del Norte/Holiday Court. Please plan accordingly if you will be in the area. Once the work is complete, the road will be reopened with the existing lane closures and traffic control in place.

Aug. 9, 2024

Construction crews are preparing to begin work to repair the damaged 12-foot diameter storm drain 40 feet below the ground. To repair the pipe, they will start by relocating an existing 16-inch waterline, then construct a concrete junction box for the storm drain system and repair the pipe from the inside by lining it. After the storm drain work, they will restore the street, sidewalk and other surface improvements. Work is expected to begin in the next few weeks.

July 5, 2024

Traffic is currently flowing like normal on Villa La Jolla Drive near La Jolla Village Drive after construction crews installed a temporary bridge over the damaged 12-foot diameter storm drain. Previously, the northbound lanes of Villa La Jolla Drive approaching the intersection with La Jolla Village Drive were partially closed due to the damaged storm drain and a sinkhole that opened up as a result.

This temporary bridge will be in place for approximately two months while the contractor prepares for the full construction project. Prior to the start of construction, additional notices will be issued to residents and businesses near the impacted area.

Project Description

An aged section of a 12-foot storm drain under Villa La Jolla Drive near La Jolla Village Drive recently collapsed, resulting in a sinkhole. Emergency work is being completed to repair a section of the damaged pipe 40 feet below the ground. After the storm drain is repaired, the surrounding area, including the street, sidewalk, and other surface improvements, will be restored to its original condition.

Anticipated Schedule 

  • Construction start: Summer 2024.
  • Construction end: Fall 2025.*

Anticipated Work

  • Construction will take place along Villa La Jolla Drive near the intersection with La Jolla Village Drive.
  • Before work on the 12-foot storm drain can begin, the contractor will be relocating an existing 16-inch water line that is currently in the area of the necessary storm drain repairs. Crews will also be excavating and installing shoring, dewatering and storm drain bypass systems.
  • Work on the 12-foot storm drain will consist of constructing a concrete box, repairing the damaged storm drain and restoring the site, including the street and sidewalk, to its original condition.
  • Temporary partial and occasional full closures of Villa La Jolla Drive in the area of the damaged storm drain are expected.
  • Working hours are 7 a.m. to 7 p.m., seven days a week. Work that requires street closures will happen at night. Work on this project may occur outside of standard construction days and hours to allow the project to progress safely and efficiently.
