It’s a big week for Committee Meetings!  The Budget Committee considers financing measures for the Sewer Utility.  The ATI Committee gets reports on CIP projects, park amenity conditions and bike programs.  Meanwhile, the LU&H Committee considers an easement to be used for open space at Broadway and Harbor Dr. Downtown.

Budget and Government Efficiency Committee Meeting – 9 a.m.


The Budget Committee chaired by Councilmember Chris Cate lists six items on its meeting agenda.


 


Item 1 - Annual Presentation of the City Treasurer’s Investment Policy and Delegation of Authority to the City Treasurer to Invest Funds


Item 2 - First Amendment to 72 Hour LLC (dba) National Auto Fleet Group Cooperative Contract


Item 3 - Water Revenue Commercial Paper Program Extension and Letter of Credit Extension


 


Item 4 - Sewer Utility FY 2022/23 Financing Measures – This item presents a combined report to the Budget and Government Efficiency Committee regarding two financing proposals related to the Sewer Utility.  The first action relates to the authorization for the issuance of long-term sewer revenue bonds to finance Sewer Capital Improvement Program projects.  The second action relates to a proposal to conduct a Cash Flow financing to provide liquidity to the Utility to meet capital expenses related to the Pure Water Project Phase 1.  The combined report to the budget committee presents a holistic discussion of financing needs related to the Sewer Utility.


 


RadioItem 5 - Approval of Agreement with Motorola Solutions, Inc. for the Public Safety Radio Modernization Project -  This City Council Action requests approval for the City of San Diego to enter a 10-year term contract with Motorola Solutions, Inc for an amount not to exceed $51,050,000 to modernize the City’s public safety radios.  Modernization and improvements have been made to the City’s public safety radio communication infrastructure and mountaintop towers over the past three years to move the City from analog to digital technology.  The requested contract will provide modern digital radios and support to replace end of life radios used by the City’s first responders.


 


 


Item 6 – Fiscal Year 2021 Year-End Financial Performance Report – Per City Council Budget Policy, quarterly reports are presented to the Budget and Government Efficiency Committee and the City Council each fiscal year. The purpose of the FY 2021 Year[1]End Performance Report is to compare fiscal year end actuals to third quarter projections. The actuals included in this report and attached Charter 39 Schedules are the most current data available at the time of publication and are subject to change.


 


 


Active Transportation and Infrastructure Committee – 2 p.m.


Five items fill the agenda of the ATI Committee meeting led my Councilmember Marni Von Wilpert:


 


Item 1 - Second Amendment to each of the six individual Agreements for As-Needed Land Surveying, Aerial Surveying, Photography, Mapping and Digitizing Services (H197042-H197047) in support of the City's CIP 


 


Item 2 - Administrative Memorandum of Understanding with San Diego Gas & Electric pertaining to the Gas and Electric Franchises 


 


CIPItem 3 - Fiscal Year 2021 Year-End State of the Capital Improvements Program (CIP) / State of Construction Report - This State of the CIP Report covers activity during Fiscal Year 2021. The report provides an overview of the City CIP, highlighting major programs, emergency projects, process improvements, recommendations, and accomplishments.


 


Park Amenities conditionsItem 4 - Park Amenity Condition Assessments Final Report - A total of 235 parks were assessed, including Balboa Park and Mission Bay Park. Each year, the parks to be assessed were chosen from across the City and Council Districts to provide a representative sampling of park amenities. The initial emphasis for the condition assessments was on older community parks and neighborhood parks with aging infrastructure to establish an assessment methodology and develop a baseline of values associated with the park amenities assessed.


 


Bike UpdateItem 5 - Transportation Department - Bike Program Update - The Transportation Department Bike Program, designs, programs, and coordinates bike implementation improvements across the City. The Program implements the 2013 Bicycle Master Plan and more recently adopted Community Plan bicycle networks.  Most bikeway improvements have historically come from coordination with the street preservation program. The Bike Program evaluates the 400+ miles of resurfacing a year to meet our goal of improving 40 miles of bikeway annually.


 


Land Use and Housing Committee Meeting – October 14, 2021 – 1 p.m.


 


Council President Pro Tem Stephen Whitburn leads the LU & H Committee Meeting with five items on the agenda.


 


Item 1 - Authorization to grant San Diego Gas & Electric Company a gas pipeline easement on City-owned property for the benefit of the San Diego Regional Airport Authority project


 


Boradway easementItem 2 - Easement, Use, and Maintenance Agreement for Open Space with IQHQ-RaDD I, LLC for the approximately 1.5 acre property at the southeast corner of Broadway and Harbor Drive, commonly known as Block 1A – Block 1A is an open space parcel that is part of the Research and Development District (RaDD) project being constructed by IQHQ, a life sciences real estate investment trust focused on the development of life science complexes. The RaDD will sit on more than eight acres of land in the downtown area and occupy six blocks along North Harbor Drive. When completed, the District will consist of five buildings containing lab, office, and retail space totaling approximately 1.7 million square feet.


 


Item 3 - Fifty (50) Year Percentage Ground Lease with ST Associates, LLC, commonly known as Orchard I Apartments – This action is to approve a fifty (50) year Percentage Ground Lease with ST Associates, LLC, a California limited liability company to lease the City-owned real property consisting of approximately 5.005 acres of land located at 4040 Hancock Street, San Diego, CA 92110.  The Lessee holds the current lease approved by the City on June 27, 1977.  The monthly rent for all 275 affordable units shall not exceed 80% of the then current area median income. The Current Lease expires on June 30, 2032.


 


Item 4 - Fifty (50) Year Percentage Ground Lease with Orchard II Associates, commonly known as Orchard II Apartments


 


Item 5 - Fifty (50) Year Amended and Restated Lease Agreement with Alexander Court Trust, commonly known as Cedar Shores Apartments
