For the upcoming meetings, the Audit Committee hears a report and recommendations on equity in recreation programming. ED & IR considers a reduction in Cannabis Production Facility taxes. The Environment Committee decides whether to adopt Climate Resilience SD.

Item 1 – Performance Audit of Equity in Recreation Programming – This item seeks Audit Committee acceptance of the report to be forwarded to the City Council as an information item. Providing equitable recreation programming requires a comprehensive, strategic approach. While the Parks and Recreation Department has made notable progress in several areas, the Office of the City Auditor found that significant inequities remain and that the City will likely need to invest substantial resources and efforts to successfully address them.
Item 2 – Quarterly Fraud Hotline Activity Report – Fiscal Year 2022 Quarter 1 - Status updates are provided on hotline cases received and resolved in addition to information on all hotline activity for the quarter. State law requires the identity of the individuals reporting the improper government activity and the subject employees to be kept confidential.

Item 4 – Public Employment – Performance Evaluation, pursuant to California Government Code Section 54957(b)(1): City Auditor - This item will be discussed in closed session in accordance with California Government Code section 54957(b)(1), which allows a legislative body of a local agency to conduct a closed session meeting to consider and evaluate the performance of a public employee, including consideration of the criteria for such evaluation, consideration of the process for conducting the evaluation, and other preliminary matters. Under San Diego Charter section 39.1, the Audit Committee is responsible for directing and reviewing the work of the City Auditor, who reports directly to the Audit Committee.

Item 1 - Adoption of an ordinance amending Chapter 3, Article 4, Division 1 of the San Diego Municipal Code to reduce the current tax rate for Cannabis Production Facilities (CPFs) in the City of San Diego from 8% to 2% - Cities across California and in the San Diego region currently have set tax rates for cannabis production below the City of San Diego’s current tax rate of 8% of gross receipts. This makes the City of San Diego less competitive across California and across the region in the cannabis industry. If the City does not take action to reduce the current tax rate, San Diego will remain uncompetitive with other jurisdictions locally and statewide. This item proposes to reduce the current tax rate of Cannabis Production facilities from 8% to 2%.

Item 5 – Affordable Housing Request for Qualification and Notice of Funding Availability Round One Informational Update - Because the need for the creation or preservation of affordable housing within the City of San Diego is so great, the Economic Development Department created a two-phase process that would enable for the qualification of developers and awarding of funds to specific projects in an expeditious manner without a heavy administrative burden. The City received 16 proposals totaling approximately $89 million in funding requests for the available $33M in the first round. In order to determine which of the sixteen proposals would be invited for shortlist interviews, the City utilized Keyser Marston Associates to conduct a preliminary financial feasibility analysis

Item 4 – Climate Resilient SD, Amendments to General Plan Public Facilities, Services, and Safety Element – This item requests adoption of Climate Resilient SD, a comprehensive climate adaptation and resilience plan that addresses the four primary climate change-related hazards that the City of San Diego faces: extreme heat, changes in precipitation (extreme rainfall or drought), wildfires, and sea level rise. The plan is a framework for action that includes a range of potential adaptation strategies to minimize risk and increase the resilience of San Diego’s people, assets, economy and natural resources to climate change.

Item 8 – Fiscal Year 2019 to Fiscal Year 2021 - Update to the Golf Division Business Plan - The Municipal Golf Committee serves in an advisory capacity to the Mayor, City Council, and the Park and Recreation Board on policy issues relating to the acquisition, development, maintenance, and operation of all municipal golf courses. The update includes information on the City’s golf courses, as well as data related to customer satisfaction, golf rounds, Division financials, as well as the status of various Business Plan initiatives underway.
