The COVID-19 Response and Recovery Committee meets to discuss how non-profits have been affected by the pandemic. The County will also provide an update on the local COVID-19 situation as we enter the holiday season. Meanwhile the City Council meeting will consider approving the City’s legislative platform and investment policy.

COVID-19 Response and Recovery Committee – November 15, 2021 – 9 a.m.
The committee will adress three items on the CR & R Committee Meeting Agenda.
Item 1 – The San Diego Foundation Presentation on the Foundation Partnership with the City and Pandemic Impacts on Non-Profit Agencies – In August of 2021, San Diego Mayor Todd Gloria launched the grant program to provide millions of dollars to small businesses and nonprofits hit hardest by the pandemic. The San Diego Foundation provided an additional $2 million to support local nonprofit organizations and increased the total program funding to $12 million. Foundation President and CEO Mark Stuart will present the latest information about the impacts of the pandemic on non-profit agencies.
Item 2 – San Diego Non-Profit Agencies Present Information on the Impacts of the Pandemic – San Diego non-profit agencies will present information on the impacts of the COVID-19 pandemic on the population they serve, financial operations, and other factors. The organizations include four non-profit agencies that; assist with food insecurity, support people living with Alzheimer’s disease and their families, human trafficking survivors, and unhoused individuals
Item 3 – County of San Diego Health and Human Services Agency Update – Dr. Jennifer Tuteur with the County Health and Human Services Agency will provide an update on the COVID-19 case rates, vaccine rates, provide information on variants, and any additional essential information.
City Council Meeting - – November 15, 2021 – 2 p.m.
The afternoon City Council Meeting Agenda contains three discussion items.
Item 200 - 2021-2022 State and Federal Legislative Platform – This item seeks approval of the platform from the City Council, authorizing the Department of Government Affairs to pursue the stated priorities. The 2021-2022 State and Federal Legislative Platform defines the City of San Diego’s Guiding Principles and Policy Priorities and provides a means to advance and protect the City’s interests on issues at the federal and state levels.
Item 201 - Resolution regarding Net Energy Metering 3.0 Proceeding - The California Public Utilities Commission is revising the net metering energy structure for solar electric customers. The proposed resolution urges the California Public Utilities Commission to reject elements of proposals that would make it more difficult for rooftop solar installations to continue to grow. This passed unanimously in the Environment Committee.
Item 202 - Annual Presentation of the City Treasurer’s Investment Policy and Delegation of Authority to the City Treasurer to Invest Funds – California law requires the City Treasurer to annually request delegation of authority to invest or reinvest the City's funds and present the City Treasurer's Investment Policy to City Council at a public meeting. The Mayor’s office recently updated the policy to add language that prohibits the City from purchasing investments issued directly by corporations engaged in the exploration, production, drilling, or refining of coal, petroleum, or natural gas.
