A smorgasbord of agenda items will be presented for this week’s Council Meeting with an abundant mixture of consent items, informational items and discussion items.  Two items from the Housing Authority will ensure the full variety.

City Council Meeting – Mar. 9, 2021

Councilmembers will convene at 9 a.m. and enter Closed Session shortly thereafter.   They’ll return to the Open Session at about 11 a.m.

The agenda lists seven adoption and consent items including reappointments to the Planning Commission and an honorary street naming in recognition of Pastor Rickey T. Laster on Gloria Street. 

There will also be ceremonial proclamations for Women’s History Month and for Ranger Kim Duclo Day,  honoring the 15th Park Ranger for the City of San Diego in 1995.

Informational Items:

City Council Work Plan – Item 330 – Council President Campbell will present the 2021 City Council work plan which includes general areas of focus for the coming year.  The plan incorporates feedback from all members of the City Council and will be delivered to the Mayor for consideration.

City of San Diego Crime Briefing – Item 331 – This report summarizes crimes occurring in the 2020 calendar year.  The Department of Justice Uniform Crime Reporting program collects information on these crime types from law enforcement agencies throughout the United States and uses the data to measure crime nationwide

Discussion Items:

Creation of a Climate Equity Fund – Item 332 - The creation of a Climate Equity Fund is intended to allow the city to target annual funding towards building infrastructure projects that will allow disadvantaged communities to be resilient and adapt to climate change.  The CEF would be funded annually through allocation of the following revenue sources: Gas Tax, Transnet, and Annual Gas and Electric Franchise Fees.

Resolution Condemning Hate and Extremism – Item 333 - Now, more than ever, we have a duty to condemn the actions and hateful rhetoric of these extremist groups.  We must continue to promote inclusiveness, celebrate diversity, work to ensure equitable opportunities in all major facets of society, prevent the spread of misinformation and disinformation, and reject hate and extremism in all forms.  The Office of the Council President recommends approval of the resolution to condemn hate and extremism.

Housing Authority Agenda

Delegation of Authority to hold public hearings on Behalf of the City of San Diego – Item 334 – The Chair and Members of the Housing Authority of the City of San Diego are proposing changes to streamline the approval process for bond issuances in progress and new bond applications.  It would authorize the Housing Commission President and Chief Executive to hold the public hearings on behalf of the City Council.

Tax Equity and Fiscal Responsibility Act Public Hearing – Mississippi ECB Apartments – Item 335 – The Housing Authority intends to issue up to $12,150,000 of Multifamily Housing Revenue Bonds.  It would be used for the acquisition, construction or rehabilitation of rental housing project located at 2139 El Cajon Blvd. in the University Heights neighborhood. The project will consist of 60 units affordable for 55 years for families earning between 50 percent and 80 percent of the San Diego Area Median Income and one unrestricted manager’s unit.
