Bill Watterson once wrote “The Days are Just Packed”.  This week is packed with a meeting of the full Council and four committee meetings and there will be no time for Councilmembers to relax.   Tuesday’s City Council meeting addresses topics including pay equity, appointees to the Horton Plaza Theatres Foundation Board and the 6th Cycle General Plan Housing Element.

City Council Meeting – June 8, 2021

Councilmembers will address the Closed Session Agenda after any public comment at 9 a.m.  They will return to tackle the Open Session Agenda at about 11 a.m.

A whopping 20 items are listed on the consent agenda.  They include appointments to the Park and Recreation Board and the Commission on Gang Prevention and Intervention.  The Municipal Code Amendment for Proposed Park Curfew Implementation and actions related to the Gas and Electric franchise agreement are also on the docket.

Councilmembers will consider six ceremonial proclamations.  They celebrate the U.S. Open Golf Championships which start next week and recognize Mark Marney who is heralded for his work in bringing the tournament back to the City.

Others honored via proclamation are Walls of Excellence Day, Detective Timothy Smith Day, San Diego Loyal Opening Day and San Diego Reopening Day, which celebrates Petco Park’s opening to full capacity.

On to the discussion items…

Amendment to Salary Ordinance for Fiscal Year 2022 – Item S504 – The Mayor proposes the provisions to this ordinance to establish a compensation schedule and paid benefits for officers and employees for FY 2022.  The City has now completed the meet and confer process for the Memorandums of Understanding (MOU’s) with three of its recognized employee organizations and will be presented to the City Council.

Amendment to the 6th Cycle General Plan Housing Element – Item 330 - The Housing Element provides planning policies to address the comprehensive housing needs of the City.  The City Council adopted the General Plan Housing Element 6th Cycle last year.   It was submitted to the California Dept. of Housing Community Development and approved on conditions that the City must demonstrate the likelihood of redevelopment of non-vacant sites and address requirement related to furthering fair housing.

Consideration of Nominees for Appointment to the Horton Plaza Theatres Foundation Board of Directors – Item 331 - Horton Plaza Theatres Foundation was formed in November 1983 by the San Diego City Council to oversee the operation and management of the publicly-leased Lyceum Theatre and to act as the steward of the Lyceum.  The Council seeks to make three appointments and one reappointment to the Foundation’s Board of Directors.  The nominees are D. Candis Paule, Jay L. Henslee, Larry Marshall and Patrick Stewart.

Resolution of the San Diego City Council to Support the Principles of Pay Equity in the City's Workforce and Requesting Information and Support from the Mayor in Accordance with San Diego Charter Section 265(B)(13) –  Item 332 - The proposed Resolution Supporting the Principles of Pay Equity in the City’s Workforce would establish policies that ensure the City’s hiring and compensation practices comply with the law and work to recruit and retain employees that reflect the City’s diverse population.  In addition, it helps to guarantee the City’s workforce is as diverse as the residents it represents

Lisbon Heights – Project No. 622368 – Item 333 - The project lies in the Skyline-Paradise Hills Community Plan and proposes to subdivide an existing 3.73-acre vacant site to create 27 lots and construction of 24 single family units that includes one for-sale affordable unit available to moderate income households at 120 percent Area Median Income (AMI) or below.
