The busy week at City Council continues with three committee meetings to address a wide variety of issues.  Councilmembers will discuss the budgets for Maintenance Assessment Districts, the Fire Season Outlook, MTS Capital Improvement Programs and Microgrid Projects.

Public Safety and Livable Neighborhoods Committee – June 16, 2021, 9 a.m.

Councilmember Monica Montgomery-Steppe chairs the PS & LN Committee Meeting which will address five items on the agenda.

Item 1 – FY 2022 Maintenance Assessment Districts Annual Reports for Economic Development Department - Currently there are 64 Maintenance Assessment Districts (MADs) within the City of San Diego. The Economic Development Department oversees nine (9) MADs: Adams Avenue, Barrio Logan, Central Commercial, City Heights, College Heights, Hillcrest Commercial Core, La Jolla, Little Italy, and Newport Avenue.  City ordinance requires that the City Council approve an annual report for each respective district each fiscal year.

Item 2 – Approve FY 2022 Annual Reports for Parks and Recreation Department Maintenance Assessment Districts - This action is to approve the Fiscal Year 2022 Annual Reports for each of the 55 Maintenance Assessment Districts administered by the Parks and Recreation Department prior to the County of San Diego enrollment deadline of August 10th.  In addition, the annual report identifies contributions made by the City to provide “general benefit” for maintenance of and improvements to parkland, library and fire station grounds, open space, parkways and medians.

Item 4 – Wildland Management & Enforcement Program and the 2021 Fire Season Outlook – This is an informational item.  The Fire Rescue department will provide the PS&LN committee members information about the staffing levels, the six programs within the Wildland Management & Enforcement Program, coordination with other city departments regarding abatement, and the 2021 fire season outlook.

Active Transportation and Infrastructure Committee – June 16, 2021, 2 p.m.

Councilmember Marni von Wilpert leads the ATI Committee Meeting with nine (9) items on the agenda.

Item 5 – Parking Policy Reform for Non-Residential Uses in Transit Priority Areas and Neighborhood Commercial Zones Citywide - To align the City’s parking policies with its climate and long-range mobility goals, the Mobility Department is proposing a Municipal Code amendment to eliminate minimum parking requirements for a majority of non-residential land uses within transit priority areas and neighborhood serving commercial land uses citywide.

Item 7 – Community Parking Districts FY 2022 Annual Plans and Budgets – TransNet Local Street and Roads Program – 2021 Regional Transportation Improvement Program Amendment and Fiscal Years 2022-2026 Program of Projects - This action will authorize programming adjustments to TransNet-funded projects and provide the required City Council resolutions to amend the 2021 Regional Transportation Improvement Program and Five-Year Program of Projects for Fiscal Year 2022 through Fiscal Year 2026 in compliance with San Diego Association of Governments (SANDAG) Board Policy No. 31.

Item 9 - Informational Update on the Metropolitan Transit System’s Five-Year Capital Improvement Program - This informational presentation by MTS staff will review the agencies five-year CIP projects and planning effort, including major initiatives, organizational objectives, and future challenges.  The creation of the MTS annual Capital Improvement Program and operating budgets involve a multitude of decisions that impact the agency’s assets and the ability to keep these assets in a state of good repair.

Environment Committee – June 17, 2021, 1 p.m.

Councilmember Sean Elo-Rivera chairs the meeting with four items listed on the agenda.

Item 1 - 25-Year Energy Management Services Agreement with Shell New Energies U.S., LLC for Microgrid Projects at Eight City Facilities - This item presents to Council a renewable microgrid project to be installed at eight (8) City facilities. The renewable microgrids include solar photovoltaic (PV) systems, battery energy storage systems, microgrid controls, and electric vehicle charging stations. The microgrids will allow the eight facilities to isolate from the grid and be powered by renewable electricity during power outages, increasing resiliency in response to energy disruptions.

Item 3 – Performance Audit of the Public Utilities Department’s Industrial Wastewater Control Program – Part II - The Public Utilities Department’s Industrial Wastewater Control Program (IWCP) represents a key element of the City of San Diego’s environmental management efforts.  The overall objectives of this audit were to determine whether IWCP maintains a complete and accurate inventory of industrial users within the Metropolitan Wastewater Area and whether and to what extent IWCP has inspected and issued a permit to regulated industrial users.  Findings and recommendations will be presented.

Item 4 – Update to the City’s Climate Equity Index - The City of San Diego’s Climate Action Plan was adopted in 2015 as a blueprint for how the City would reduce its greenhouse gas emissions and be more resilient to the impacts caused by climate change.  It identified vulnerable populations who may suffer greater impacts due to climate change, which the City refers to as Communities of Concern.  The Climate Equity Index measures equity by rating each census tract’s relative access to opportunity and helps inform the implementation of the City’s CAP and climate equity initiatives.
