Wednesday’s Audit Committee Meeting features analysis of the City’s major building acquisitions and the City’s use of CARES Act funding.   Meanwhile, the afternoon's ED & IR Committee considers revisions to the City’s policy on Transient Occupancy Tax.

Audit Committee Meeting – Wednesday, July 28, 2021 – 9 a.m.

Councilmembers Vivian Moreno leads the Audit Committee Meeting with 5 items on the agenda.

Item 1 – Performance Audit of the City’s Major Building Acquisition Process – In 2015, the City of San Diego began a series of building acquisitions totaling more than $230 million.  The Office of the City Auditor found that a serious lack of policies and oversight caused the City to miss or skip key steps in the acquisition process, and allowed the prior City Administration to leave out or misrepresent key information about building acquisitions when presenting them to the City Council and the public.  Their audit contains 10 recommendations to help ensure the City follows best practices when acquiring major buildings and informs the City Council and the public of all material facts.

Item 2 – Performance Audit of the City's Use of CARES Act Funding – The overall objectives of this audit were to determine (1) if the City has sufficient internal controls to ensure that CARES Act funds are distributed in compliance with Federal requirements; (2) if CARES Act funds were used efficiently, effectively, and equitably for addressing the effects of the pandemic; and (3) if internal controls were sufficient to mitigate fraud, waste, and abuse.  The Office of the City Auditor will present its findings and recommendations.

Economic Development and Intergovernmental Relations Committee Meeting – Wednesday, July 28 - 2 p.m.

Councilmember Raul Campillo chairs the ED & IR Committee with 4 items on the agenda.

Item 1 – Revisions to City Council Policy 100-03, Transient Occupancy Tax (TOT) - City staff commissioned an equity assessment of the City’s arts and culture programs and their protocols and procedures which identified additional obstacles to applying, successfully qualifying for, and managing a City funding agreement.   City staff supporting the Commission for Arts and Culture and Economic Development Department worked with the Department of Finance and the Office of the City Attorney to develop recommended revisions to the Policy.

Item 2 – Tijuana River Watershed Transboundary Pollution Issue Update - Mayor Serge Dedina from the City of Imperial Beach will present an informational update on the Tijuana River Watershed transboundary pollution issue and its effects on quality of life and the economy.

Item 3 – SANDAG Report on Impacts of Border Delays at California-Baja California Ports of Entry - In 2021, SANDAG, partnered with the California Department of Transportation and the Imperial County Transportation Commission to complete completed the “Impacts of Border Delays at California-Baja California Land Ports of Entry” study. Building upon previous studies and data collected in the border region, this study assesses the economic and air quality/climate impacts caused by border delays at California-Baja California Ports of Entry.
