The hot summer weather is matching the hot discussion in the City Council.  Councilmembers will hear informational items including an update on homelessness initiatives.  There will also be a discussion on establishing new Parking Meter Zones in Downtown, Mid-City and Pacific Beach.

San Diego City Council Meeting – July 20, 2021

Councilmembers will address items on the Closed Session Agenda at 9 a.m.  They will hear the Open Session Agenda at approximately 11 a.m.

Five items occupy the consent agenda.  They include the naming opportunities for the Balboa Park Botanical Building and Gardens Restoration Project and Annual Special Tax Levy for Community Facilities Districts 2, 3 and 4 representing areas of Santaluz, Liberty Station and Black Mountain Ranch.

Two informational items will be presented.

Item 330 - City Council Informational Training: Disclosure Responsibilities of Council Members Under the Federal Securities Laws – This item provides a presentation as part of a comprehensive financial training program adopted by the City Council in December 2006.  The training will be provided by Dan Deaton of the Nixon Peabody law firm who serves as Disclosure Counsel to the City working under a contract administered by the Office of the City Attorney.  Training topics include:

· The importance of accurate financial disclosure in the City’s financial documents.

· The different contexts of disclosure the Council is expected to oversee.

· Disclosure standards as defined by federal securities laws.

Item 331 - Informational Update: City of San Diego Community Action Plan on Homelessness and Related Homelessness Initiatives – The San Diego Housing Commission will provide a mid-year update on the Community Action Plan on Homelessness and related homelessness initiatives.  They include an overview of current activities, major milestones and progress toward the goals of the Community Action Plan.

Item 332 - Community Parking Districts FY2022 Annual Plans and Budgets and the Establishment of Parking Meter Zones in Downtown CPD, Mid-City CPD and Pacific Beach CPD – In accordance with Council Policy 100-18, annually, each Community Parking District shall develop, through community input, and recommend to the City Council, an Annual Plan and Budget.  Concurrently, the Planning Department wishes to create parking meter zones by ordinance to allow for future installation of parking meters within the Downtown CPD, Mid-City CPD, and Pacific Beach CPD’s, as recommended by the community and in coordination with the City.

Item 333 - TransNet Local Street and Roads Program - 2021 Regional Transportation Improvement Program (RTIP) Amendment and Fiscal Years 2022 – 2026 Program of Projects – This action will authorize programming adjustments to TransNet-funded projects.  It will also provide the required City Council resolutions to amend the 2021 Regional Transportation Improvement Program (RTIP) and Five-Year Program of Projects for FY 2022 -2026.  This would comply with San Diego Association of Governments Board Policy No. 31.

Item 334 - Wastewater and Water Rate Adjustments, Cost of Service Study, and Proposition 218 Notice and Hearing - This item requests a public hearing to discuss and vote on the cost of service study for wastewater and a proposal to increase water rates to cover San Diego County Water Authority charges for water purchases.  Staff is also requesting that City Council consider adjustments to the development wastewater capacity fee and industrial wastewater control user fees in conjunction with the wastewater rate adjustments. Additionally, this includes the proposed draft noticing required under California Proposition 218, to obtain public comment and feedback, for proposed January 2022 rate adjustments.
