It's an action-packed week with two City Council meetings and three committee meetings, a sort of legislative full house (poker hand).  Monday afternoon’s Special Council meeting will feature much-needed rent relief, formation of committee for the City's COVID-19 response and a sobering look at the City Budget.  Look out for a preview of Tuesday’s City Council Meeting later today!

City Council Meeting – Feb. 22, 2021 – 1 p.m. (Special Agenda)

Due to the abundance of items needing attention by the City Council, Council President Campbell has called for this special meeting with the following agenda.

Informational Update on San Diego Community Power (Item 600) – San Diego Community Power is a Community Choice Aggregation program, one of dozens formed across the state in the past 10 years.  In September 2019, the cities of San Diego, Chula Vista, Encinitas, La Mesa and Imperial Beach adopted an ordinance and resolution to form San Diego Community Power (SDCP), a California joint powers agency. SDCP is launching a three phased implementation plan and would like to update the Council on these actions.

FY 2021 Mid-Year Budget Monitoring Report (Item 601) – The purpose of the Mid-Year Report is to provide the City Council and the Public an update of revenues and expenditures for funds with budgeted personnel expenditures.  With the pandemic still affecting almost every aspect of the economy, taxes collected from activities like travel, tourism, entertainment and dining have been significantly reduces. The Department of Finance will give us the details.

The Committee on COVID-19 Response and Recovery (Item 602) – This is a resolution to create a temporary committee to address the City’s response to the COVID-19 pandemic.  It will provide a forum for considering new policy proposals and evaluate the impact and effectiveness of previous actions.  The Committee will be co-chaired by Council President Jennifer Campbell and Councilmember Marni von Wilpert.

Rent Relief (Item 603) – The Council will consider the creation of a COVID-19 Housing Stability Assistance Program for the City of San Diego to accept, appropriate, expend and transfer over $92 million in State and Federal relief funds and $5 million in CARES Act funding.  The proposed program would help pay rent and utilities for households with low income.  Rental arrears must be prioritized.

Tax Equity & Fiscal Responsibility Act Public Hearing – Grant Heights II (Item 604) – The Housing Authority intends to issue up to $8,815,000 of Multifamily Housing Revenue Bonds to finance a 42-unit affordable rental housing development composed of the Grant Heights Apartments located near Sherman Heights and Winona Apartments, near Chollas Creek.

Items 603 and 604 will also be part of the Special Housing Authority Agenda.
