Tuesday’s Council Meeting features an update to the Barrio Logan Community Plan which provides a comprehensive policy framework for growth and development over the next 20 to 30 years.  A 38-unit affordable housing project on Montezuma Road will be considered.  Also, SDG&E provides a presentation gas and electric rates.

Barbara L. Ryan Day honors a member of the community who will be retiring from Rady Children’s Hospital after 31 years of hard work, dedication, and service to the children and families of San Diego

Cardiac Arrest Survivor Celebration Day recognizes the importance of awareness about heart disease and how it affects men, women and children of very age and race in the United States.

Dennis D. DuBard Day honors a veteran with more than 30 years of experience in Naval Aviation who also served the San Diego community in many ways.

Kevin Sullivan Day celebrates a City employee who has dedicated over 30 years of service to the people of San Diego.

Item 330 – SDG&E presentation on Gas and Electric Rates – As a component of the Electric and Gas Franchise agreements, SDG&E and the City of San Diego also executed an Energy Cooperation Agreement outlining actions and initiatives that they would partner on that did not fall within the specific scope of the franchises. One of these actions was an annual presentation to City Council on “rate structures, planned rate filings, and rate changes.”

Item 331 – Fiscal Year 2022 Capital Improvements Program (CIP) Mid-Year Budget Monitoring Report and CIP Budget Revisions - The CIP Mid-Year Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity. This includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes. Included in the report are details of $44.2 million in requested City Council approvals for new budget appropriations, reallocations of funds, and de-appropriation of CIP project savings resulting from the City’s continued cash management and streamlining efforts.

Item 332 – Consolidated Budget Revisions to Various Fiscal Year 2022 Capital Improvements Program (CIP) Projects – The Engineering & Capital Projects (E&CP) Department is requesting authority to increase and reallocate appropriations in various Capital Improvement Program projects on behalf of E&CP, Public Utilities, Transportation & Storm Water, and Park and Recreation Departments for the purposes of efficiently and effectively managing the CIP. A reallocation of funds is necessary to fund ongoing CIP projects due to adjustments in project scope, schedules, and costs. This action re-allocates $7.5 million to seven active CIP projects and moves one project from one annual allocation to another annual allocation to accurately reflect the project type.

Item 334 – Tax Equity & Fiscal Responsibility Act Resolution – Rancho Bernardo Senior Housing dba Tizon Apartments (formerly Radisson Hotel Affordable Housing) – See Housing Authority Agenda Below

Item 335 – Barrio Logan Community Plan Update – This item requests approval of the updated Barrio Logan Community Plan and associated General Plan amendment, Municipal Code Amendments and Local Coastal Program Amendment, and certification of an Addendum to the 2013 Final Environmental Impact Report. The draft Barrio Logan Community Plan provides a comprehensive policy framework for growth and development over the next 20 to 30 years.  This item was heard at the Land Use and Housing Committee meeting on November 3, 2021 and passed unanimously.

Item 336 – Montezuma road – Project No. 6213199 – The Montezuma Road project would demolish three single family residences consisting of approximately 18,751 square feet of existing buildings and related facilities and construct a five-story, 52,350-square-foot residential building with 38 units.  In addition, it would also provide two affordable housing units.  The two affordable housing units would be built off-site, approximately 1,400 feet south of the project site at 6204 Hobart Street and 6206 Hobart Street within the College Community Plan area, under a separate permit which is currently under review.

Housing Authority Agenda

Item HA1 – HAR21-022 – Final Bond Authorization for ShoreLINE Apartments - Authorize the issuance of tax-exempt Multifamily Housing Revenue Bonds in an amount not to exceed $31,483,880, and a taxable bond not to exceed $27,000,000, to fund Grantville Trolley Family Housing L.P.’s construction of ShoreLINE Apartments.  This is a new affordable rental housing development to be located at 4470 Alvarado Canyon Road, San Diego, in the Grantville neighborhood, which will consist of 124 affordable units for 55 years for individuals and families earning between 30 percent and 60 percent of the San Diego Area Median Income (AMI), plus two managers’ unrestricted units.

Item HA2 – HAR21-023 – Final Bond Authorization for Rancho Bernardo Senior Housing dba Tizon Apartments (formerly Radisson Hotel Affordable Housing) - Authorize the issuance of tax-exempt Multifamily Housing Revenue Notes in an amount not to exceed $24,926,225 to facilitate the acquisition and renovation of Rancho Bernardo Senior Housing dba Tizon Apartments (formerly known as Radisson Hotel Affordable Housing) at 11520 West Bernardo Court in the Rancho Bernardo Community, which will consist of 175 studio units affordable for 55 years for seniors age 62 and older earning between 40 percent and 60 percent of the San Diego Area Median Income (AMI) and three unrestricted managers’ units.
