Councilmembers will hear information about the process of hiring a new Independent Budget Analyst, a position that will be filled in the coming months. The council will consider the City’s plan for climate resilience and funding for a 172 unit senior apartment complex.
This is will be the last scheduled meeting of the calendar year. The next scheduled meeting of the City Council will take place on Monday January 10, 2022. Please have a safe, happy holiday and new year.

City Council Meeting – December 14, 2021 – 10 a.m.

26 items fill the Consent Agenda including authorizing the Logan Heights Banner District and appointments to the Accessibility Advisory Board, San Diego Housing Commission Board of Commissioners and the Civil Service Commission. The Council will also confirm the selection of the Council President Pro Tem, confirm committee assignments and appoint Councilmembers to the Audit Committee.

Dr. Tess Mauricio Day recognizes a District Six Community member who is a dermatologist who has opened clinics across California.
PJ FitzGerald Day honors a 31-year civil servant who is retiring as the founding Deputy Director of the Cannabis Division.
Tim P. Daly Day celebrates a retired Air Force Veteran who served the residents of the City of San Diego for over 24 years.
Myra Herrmann Day honors a person who has served the City of San Diego as an environmental planner for over 30 years and retires this month.
University City Plane Crash Remembrance Day commemorates the day 13 years ago when an FA-18 jet crashed in a University City neighborhood taking the lives of four people.
Drugged and Drunk Driving Prevention Month raises awareness about impaired driving after San Diego County prosecutors and law enforcement officials reported that 35 people have died in DUI crashes as of October 2021, making it the worst year in San Diego County in more than two decades.

S505 - Presentation Regarding the Independent Budget Analyst (IBA) Recruitment and Hiring Process, and Call for Community and Councilmember Input on the Preferred Skills and Qualifications of the IBA – The mission of the Independent Budget Analyst (IBA) is to provide clear, objective and unbiased analysis and advice to the City Council and the public regarding all legislative items bearing financial and policy impacts to the City of San Diego. This item will provide information regarding the IBA recruitment and hiring process. It also seeks to solicit input from Councilmembers and community members on the preferred skills and qualifications of the City’s next IBA.

Item S500 - Approval of Agreement to Retain Quinn Emanuel Urquhart & Sullivan to Provide Legal Services Relating to Litigation Matters Involving the 101 Ash Street and the Civic Center Plaza Property Transactions – The City of San Diego is currently represented by the law firm of Schwartz Semerdjian Cauley & Evans LLP in several lawsuits involving properties at 101 Ash Street and Civic Center Plaza. Given that there are potentially hundreds of millions of dollars at issue in these litigation matters, the City needs additional litigation support and is seeking to retain the law firm of Quinn Emanuel Urquhart & Sullivan to provide such needed legal services.
Item 330 - Final Decision on the Overrule of the Airport Land Use Commission’s Determination of Inconsistency Related to Airport Land Use Compatibility Overlay Zone – On October 19, 2021, the City Council voted unanimously to proceed with a future hearing to decide whether to overrule the Airport Land Use Commission’s determination of inconsistency related to amendments to the Airport Land Use Compatibility Overlay Zone supplemental development regulations. This action requires a two-thirds vote.
Item 331 - Climate Resilient SD, Amendments to General Plan Public Facilities, Services, and Safety Element – Climate Resilient SD is a comprehensive climate adaptation and resilience plan that addresses the four primary climate change-related hazards that the City of San Diego faces: extreme heat, changes in precipitation (extreme rainfall or drought), wildfires, and sea level rise. The plan is a framework for action that includes a range of potential adaptation strategies to minimize risk and increase the resilience of San Diego’s people, assets, economy and natural resources to climate change.
Item S501 – Tax Equity & Fiscal Responsibility Act Resolution – Rancho Bernardo Senior Housing dba Tizon Apartments (formerly Radisson Hotel Affordable Housing) – Please see the companion item on the Housing Authority Agenda below.
Item HA1 – HAR21-03 - Final Bond Authorization for Rancho Bernardo Senior Housing dba Tizon Apartments (formerly Radisson Hotel Affordable Housing) and Approval of a Determination That Rancho Bernardo Senior Housing is Categorically Exempt from the California Environmental Quality Act – This item authorizes the issuance of tax-exempt Multifamily Housing Revenue Notes in an amount not to exceed $24,926,225. The funds will be used to acquire and renovate Rancho Bernardo Senior Housing dba Tizon Apartments (formerly known as Radisson Hotel Affordable Housing) at 11520 West Bernardo Court in the Rancho Bernardo Community. The apartments will consist of 175 studio units affordable for for seniors age 62 and older who earn between 40 percent and 60 percent of the San Diego Area Median Income and three unrestricted managers’ units.
