City Council Meeting – December 13, 2021 – 2 p.m.
Item 200 - Fiscal Year 2023-2027 Five-Year Financial Outlook – The City of San Diego Fiscal Year 2023-2027 Five-year Financial Outlook is a long-range fiscal planning guide and serves as the framework for the development of the FY 2023 Adopted Budget for the General Fund. The purpose of the report is to address and prioritize the City’s long-range needs as forecasted.
Item 201 - Fiscal Year 2022 First Quarter Budget Monitoring Report – The purpose of the Fiscal Year 2022 First Quarter Budget Monitoring Report is to provide the City Council and the public with a first look at the new fiscal year. The First Quarter Report is developed using three months of actual activity for Fiscal Year 2022. Due to the limited data available for this report, it focuses on General Fund revenues.
Item 202 - Public Utilities Fiscal Year 2023-2027 Five-Year Financial Outlook – The Public Utilities Department FY 2023-2027 Five-Year Financial Outlook is provided to guide long-range planning, informs the financial plan for a cost of service study and serve as the framework for the development of the FY 2023 Proposed Budget for the Water and Sewer Revenue Funds.
Item 203 – First Amendment to Agreement for Engineering Services, Contract #H197062, with Rick Engineering for the Design of Streamview Drive Improvements Phase II Project – The proposed Streamview Drive Improvements Phase II project will provide enhanced traffic calming measures for roadway safety and capacity improvements to reduce excessive speeds. The project would also increase pedestrian and bicyclist mobility on Streamview Drive. Transportation improvements along Streamview Drive consist of installing five new roundabouts raised medians, curb extensions, sidewalk, curb and gutter, cross gutters, driveways, retaining walls, drainage improvements, and signing and striping.
Item 204 – 2021 Update to the San Diego Municipal Code and Local Coastal Program – The 2021 Code Update includes 35 issue items. The amendments are being processed to streamline and clarify the permit process, clarify regulations, correct references, grammatical errors and formatting and comply with state law. This item also seeks adoption of the 14th Street Promenade Master Plan and the E Street Greenway Master Plan, two master plans in the Centre City Planned District Ordinance.
Item S400 – Bridgedeck Public Right-of-Way Vacation – Project No. 682186 – Approval of a Public Right-of-Way Vacation to vacate a portion of an existing public street and a portion of an unnamed alley totaling 0.10 acres within the Normal Heights Neighborhood Element of the Mid-City Communities Plan area. This property could be used for mixed-use commercial and residential activity centers that are pedestrian friendly and linked to the regional transit system since the Boulevard Transit Plaza on El Cajon Blvd. is less than 300 feet to the east of the site.
