Four committee meetings finish a busy week at City Council. The Audit Commitee hears a performance audit of the Mission Bay and San Diego Regional Parks Improvement Funds. The Rules Committee meeting features a report on all trust, perpetuity, and investment funds of the City which are placed in its custody.  The COVID-19 Committee gets an udpate on case rates.  And the LU & H Committee considers a donation of nearly 15 acres of land for the Otay Mesa Open Space Preserve.

Item 1 – FY 2021 Single Audit – The Fiscal Year 2021 Single Audit Report provides an opinion from the City’s external independent auditor on compliance for each of the City’s major federal programs as required by Federal Office of Management and the audit requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Award.


 


City AuditorItem 2 - The Office of the City Auditor’s Recommendation Follow-Up Report – The Office of the City Auditor’s Recommendation Follow-Up Report provides the status of open recommendations as of June 30, 2022. The intent of this report is to keep the Audit Committee informed about the implementation status of City Auditor recommendations.


 


Item 3 - Performance Audit of the Mission Bay and San Diego Regional Parks Improvement Funds, Fiscal Year 2021 – City Charter Section 55.2 requires that the City Auditor report annually the extent and nature of the Mission Bay and the San Diego Regional Parks Improvement Funds’ revenues, expenses, and improvements. This item requests the Audit Committee accept the report and forward this report to be presented to City Council.


 


Item 4 - City Auditor's Monthly Activity Report – This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of July 31, 2022. This includes any audit reports issued during the month of July 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Rules Committee Meeting – September 21, 2022 - 2 p.m.

Item 1 – Revised Master Records Schedule – The City Clerk is responsible for the administration of the Records Management Program; development and circulation of policies and procedures pertinent to the Records Management Program and the Master Records Schedule (MRS). This item would approve the revised MRS which is a citywide comprehensive retention schedule that categorizes record series by business function.


 


Item 2 - Amend the Administrative Code of the San Diego Municipal Code (SDMC) to update the list and descriptions of City departments – Strategic Capital Projects Department and Debt Management Department/Department of Finance Merge – This item would approve an ordinance to amend the Administrative Code of the SDMC to reflect the addition of the new Strategic Capital Projects Department funded in the City’s budget, and consistent with the City’s current operations and organizational structure.


 


Item 3 - Presentation from the Funds Commission – Council Policy 000-26 – Section 41(a) of the City Charter established the Funds Commission; the Commission has supervision and control over all trust, perpetuity, and investment funds of the City which are placed in its custody. In accordance with Council Policy 000-26, the Funds Commission will provide an update to the Committee regarding the status of the funds being supervised by the Commission.


 


Item 4 - Informational Item Regarding the Rules of Council and Request for Input - This presentation will provide an overview of the Rules of Council the Council President is considering amending. In the spirit of collaboration and transparency, the Council President seeks to propose changes to the Rules of Council with input from the Rule’s Committee members and the public. This provides the Rule’s Committee members and the public an opportunity to engage with that process.

Deputy Chief Medical Officer County of San Diego will provide an update on COVID19 case and vaccine rates, recent changes in public health guidance, information on variants, and any additional essential information on behalf of the County of San Diego Health and Human Services Agency


 


 


 


Item 2 - Addition of Public Health Coordinator to the Office of Emergency Services for the City of San Diego - The City of San Diego’s Office of Emergency Services has added a new position to focus on Public Health. The Executive Director of OES will provide details about the responsibilities of Public Health Coordinator as San Diego County has been impacted by a growing number of public health crises in recent years.

Land Use and Housing Committee Meeting – September 22, 2022 – 1 p.m.

Item 1 - Donation acceptance of 14.9 acres of undeveloped land known as the Attisha Trust property consisting of Assessor's Parcel Number 645-050-04 in the City of San Diego and an endowment of $421,079.95 for long-term management of the land – This item would accept the donation of property APN 645-050-04, 14.9 acres (Attisha Trust) from Sudberry Corporation including long term management endowment funds and donation of land referred to as the Attisha Trust Parcel. This parcel is located in Otay Mesa, the land will become part of the Otay Mesa Open Space Preserve.


 


Item 2 - Proposed San Diego Municipal Code amendments to Section 141.0504 related to redistricting and the automatic extension of conditional use permits related to cannabis operations - The Development Services Department (DSD) Cannabis Business Division (CBD) oversees the administration of cannabis businesses operating in the City of San Diego, including permitting, compliance/enforcement and program development activities. As such, CBD staff is bringing forward an action item related to Municipal Code amendments to address City Council redistricting and more effective compliance for cannabis Conditional Use Permits.
