Council Committee Members hold two meetings before next week’s legislative recess over Election Day and Veteran’s Day. The Budget Committee will consider two contracts for maintenance and support of debt collection systems. A Special Rules Committee will consider changes to the Rules of Council.

Item 1 - Extension of the Ontario Systems contract for maintenance and support of the Revenue Plus Collector System used for Citywide debt collection – This is a request for approval to extend the Ontario Systems contract to provide ongoing maintenance and support of the Revenue Plus Collector System (RPCS) used by the Office of the City Treasurer Delinquent Accounts Program for citywide debt collection.
Item 2 - Extension of the Elive (formerly Compass Computer Systems) contract for annual maintenance and support of Compass Programs used for Citywide debt collection – The Office of the City Treasurer Delinquent Accounts Program (Program) was established in 1983 and serves as the City’s centralized, in-house debt collection agency. The Program recovers $20 million annually for City departments, including collection referral fees and interest. In accordance with City Charter section 99, approval of an Ordinance authorizing the Mayor or designee to extend the existing contract with Elive on an annual basis for up to two years, not to extend beyond December 31, 2024, and increase the not-to-exceed (NTE) amount by $25,000.

Item 1 – Amendments to the Rules of Council - This item is to review proposed amendments to the Rules of Council and requests the Rules Committee recommend the proposed amendments to the City Council. On October 19, 2022, the Rules Committee voted 4-0, with Councilmember Campillo absent, to Request the City Attorney’s Office prepare legal documents for City Council’s consideration of proposed amendments to Rules 1.1, 1.2, 1.5, 1.6, 2.2, 2.4, 2.4.3(d), 2.4.3(e), 2.6, 2.7, 2.10, 6.1, 6.5, 6.6, 6.7, 6.9, 6.10, 6.10.1, 6.10.8 of the Rules of Council as prioritized by the Rules Committee. In line with the Rules Committee’s discussions and action, this item proposes amendments to the Rules of Council. All proposed amendments can be viewed in the supporting materials for this item.
