The People’s Business – March 14, 2022

The day will start with a Special Meeting of the Housing Authority and the San Diego Housing Commission Board of Commissioners and discussion on a closed session item, before moving to regular discussions on the Consent Agenda, non-agenda public comment, etc.  In the afternoon, Councilmembers will decide on a proposed five-year email system retention policy.  They will also appoint a nominee to the Board of Port Commissioners after an unexpected vacancy.

10 a.m. – Special meeting - This Special Joint Open Session Meeting of the Housing Authority of the City of San Diego and the San Diego Housing Commission Board of Commissioners will provide the public with an opportunity to comment on the closed session agenda to occur at 11am or shortly thereafter.

Consent Agenda


14 items fill the Consent Agenda which includes authorization of affordable housing funding for the Cortez Hill Apartments. Items also include appointments to the Planning Commission, the Civil Service Commission and the Mission Bay Park Committee.

Item 30 – 2022 City of San Diego Women of Distinction - In recognition of March as Women's History Month, the Mayor and the City Council will be recognizing ten inspirational, courageous and strong local women who help make the City of San Diego a better place.


 


Item 31 – World Water Day acknowledges the City of San Diego’s efforts to invest in clean water and pursue clean equitable access to water.


 


Item 32 – Women’s History Month recognizes the achievements of women in all facets of life – science, community, government, literature, art, sports, medicine – who have a huge impact on the development of self-respect and new opportunities for girls and young women


 


Item 33 – Growing Community Day celebrates the San Carlos Community garden which offers a variety of benefits to the Community.


 


Item 34 – Nowruz recognizes the Persian new year which is celebrated by millions of people around the world.


 


Item 35 – Surf Shack at Windansea Beach Day honors an iconic surf spot which was been celebrated in literature, film and music.

Flooding


Item 330 - Stormwater Funding Strategy Final Audit Response – In February 2021, the Stormwater Department presented the Stormwater Funding Strategy 2 to City Council as a thorough response to the Audit’s finding that stormwater funding is insufficient to meet current and future needs and presented a long-term strategy to secure additional funding. Insufficient funding has forced the delay of significant investments in both capital and operations, and existing resources are often diverted to address emergencies, such as broken pipes.

Item 331 - Stormwater Capital Improvement Program; Authorize Approval of the U.S. Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act (WIFIA) Loan Commitment to the Stormwater System


Public Facilities Financing Authority Companion Item FA 1 - The WIFIA program is a federal credit program established by the Water Infrastructure Finance and Innovation Act of 2014 and administered by the EPA. The program is designed to promote improved water, wastewater, and stormwater infrastructure.  The Stormwater Department prepared a Capital Improvement Project proposal for WIFIA application incorporating around 100 distinct projects of $733 million for critical Stormwater needs with expenditures anticipated to occur in the next 5 years


 


Item 332 - Authorization to Implement a Five-Year Email System Retention Policy and to Adopt an Amendment to the Master Records Schedule – This action requests authorization to implement a five-year email system retention policy replacing the current email retention policy that maintains emails indefinitely.  This action also requests adoption of an amendment to the Master Records Schedule to retain City records from email messages in a trusted system for ten years.


 


Port of San DiegoItem S501 - Consideration of Nominees for Appointment to the San Diego Unified Port District Board of Commissioners - The City Council is responsible for nominating and appointing members of the public to serve as the City of San Diego’s representatives on the San Diego Unified Port Board of Commissioners.  The Council is asked to select one candidate being considered for the appointment to serve as the City of San Diego’s representatives on the San Diego Unified Port Board of Commissioners for a term ending on January 2, 2025.
