Two committees meet this week with fairly heavy agendas. The Audit Committee looks at a FY2024 budget request from the Office of the City Auditor in addition to regular reports. Meanwhile, the ATI Committee looks at Downtown Park Agreements and extending an agreement for Downtown Circulator Shuttle Services.

Item 1 - Fiscal Year 2022 Annual Comprehensive Financial Report (ACFR) – This item is to present the Fiscal Year 2022 Annual Comprehensive Financial Report and request that the ACFR be received by and filed with the City Council. The Annual Comprehensive Financial Report is a report prepared annually by the Department of Finance that includes the financial statements of all funds of the City and its Component Units, including disclosures that complement the financial statements, statistical information, management’s discussion and analysis and other supplementary information.
Item 2 - Office of the City Auditor FY2024 Budget Request – This item requests that the Audit Committee recommend to the City Council that the Office of the City Auditor’s FY 2024 budget include sufficient funds to increase audit coverage by adding 2 Performance Auditors and 1 Administrative Assistant, and to make Office of the City Auditor’s staff salaries highly competitive in the current employment market. The estimated FY 2024 cost of this adjustment is approximately $565,000.

Item 3 - City Auditor’s Annual Activities and Accomplishments Report for Calendar Year 2022 - The City Auditor’s Annual Activities and Accomplishments Report provides a summary of the Office of the City Auditor’s accomplishments for calendar year 2022, and highlights some of the significant reports issued.
Item 4 - City Auditor’s Quarterly Fraud Hotline Report – Fiscal Year 2023 Quarter 2 – The City Auditor reports the status of Fraud Hotline cases to the Audit Committee on a quarterly basis as required under San Diego Municipal Code § 26.1710 (d). Status updates are provided on hotline cases received and resolved in addition to information on all hotline activity for the quarter. State law requires the identity of the individuals reporting the improper government activity and the subject employees to be kept confidential.
Item 5 - City Auditor’s Monthly Activity Report - This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of November 30, 2022 and December 31, 2022. This includes any audit reports issued during the months of November and December 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Active Transportation and Infrastructure Committee Meeting – January 25, 2023 – 2 p.m.

Item 1 - Award a Consultant Agreement, Contract #H2125782, with Michael Baker International to provide professional design services for the Kearny Mesa Trunk Sewer TS17 Project – This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of November 30, 2022 and December 31, 2022. This includes any audit reports issued during the months of November and December 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started.
Item 2 - Award Consultant Agreement #H2225964 to Hazen and Sawyer to provide professional design and construction support services for the Otay 2nd Pipeline Phase 5 Replacement Project – The purpose of this action is to request City Council approval to award a design contract to Hazen and Sawyer for professional design and construction support services for the Otay 2nd Pipeline Phase 5 Replacement Project (H2225964).
Item 3 - Fourth Amendment to an Agreement for Downtown Circulator Shuttle Services – This item is to authorize a fourth amendment to the agreement for downtown circulator shuttle services within the Downtown Parking District. The original contract with Circuit Transit LLC, formerly known as San Diego Free Ride, was first executed by Civic San Diego, and on June 18, 2019, all rights and obligations under the agreement to the City. The City assumed operations for the remainder of the five[1]year contract term and has executed two one-year contract extensions to continue services through April 20, 2023. This amendment is to provide a bridge between the existing contract and the negotiation and execution of a new contract.
Item 4 - Downtown Park Agreements – The City Council is asked to consider approval of several actions related to the execution of agreements to provide for the completion and acquisition of a new North Central Square Park and the completion of an improved Amici Park in the Downtown Community Planning Area.
Item 5 - Discussion of Active Transportation and Infrastructure Committee Priorities for 2023 - Incorporating Priorities Submitted by Committee Members and Seeking Public Input – On December 20, 2022, Committee Chair Lee issued a memo requesting input on 2023 Committee priorities to the members of the Active Transportation and Infrastructure Committee (ATI). The 2023 ATI Committee priorities incorporate feedback received from Committee Members to discuss in a public meeting and provide input for the development of a work plan for the Committee’s work throughout the year.

Item 6 - City of San Diego Fiscal Years 2024-2028 Five-Year Capital Infrastructure Planning Outlook – The City of San Diego (City) Fiscal Year (FY) 2024-2028 Five-Year Capital Infrastructure Planning Outlook (CIP Outlook) models fiscal and capital asset planning for the Capital Improvements Program (CIP). This is the ninth CIP Outlook the City has published since January 2015, and it aims to provide information on the various policies, regulations and citywide considerations for developing a citywide capital program, the criteria for Asset Managing Departments to determine capital infrastructure needs, and basis for revenue projections of capital funds, as well as present a broad overview of capital infrastructure needs and funding over the next five fiscal years.
Item 7 - Informational Update on Bentley Systems Equal Employment Opportunity Program – This informational item provides City Council’s Active Transportation and Infrastructure (ATI) Committee with an update on Bentley Systems (Bentley) outreach efforts to strengthen their Equal Opportunity Contracting (EOC) representation of a diverse workforce. This informational update was requested during City Council discussion of Item No. 603, Third Amendment to Bentley Systems Contract for Computer Aided Drafting Design (CADD) Application Services, on October 3, 2022.
