Consent Agenda


40 items on the consent agenda.  21 of them items award Community Projects, Programs and Services Funding, or CPPS Funding, to non-profits in the community including Meals on Wheels, Guitars in the Classroom and Mission Trails Regional Park Foundation.


Consent Agenda items also include declaring a continued state of emergency due to the pandemic and appointments to the Historical Resources Board and the Climate Action Plan Review Committee.


 


Ceremonial Items and Proclamations


Item 30 – Ramadan Month honors the sacred month observed by muslim residents of fasting, praying, and reflecting, and is one of the Five Pillars of Islam, dating back to the seventh century. 


 


Item 31 – Soapy Joe’s Day recognizes the family owned and operated business of Soapy Joe’s Car Wash which has 16 locations throughout San Diego County.

Item 330 - Ordinance Adopting SDPD Military Equipment Use Procedure, Including Use, Funding, and Acquisition for 2022, Pursuant to Assembly Bill 481 –  On September 30, 2021, the Governor of the State of California approved Assembly Bill 481 requiring law enforcement agencies to obtain approval of the applicable governing body, by adoption of a military equipment use policy, prior to acquiring, seeking funding for, continuing to use, or collaborating with another law enforcement agency in the use of military equipment, as defined.  This item seeks to approve an ordinance adopting the Police Department’s Military Equipment Use Procedure and approving use, pursuit of funding for, and acquisition of the military equipment described in the procedure for 2022.


 


 


Streetlight SurveillanceItem 331 - Establishment of a Privacy Advisory Board – This item seeks to adopt an ordinance establishing a Privacy Advisory Board to advise on best practices to protect resident and visitor privacy rights in connection with the City's purchase and use of surveillance equipment and other technology that collects or stores individual data.  The goal of this proposed ordinance, which will work in conjunction with the proposed ordinance related to the “Transparent and Responsible Use of Surveillance Technology”, is to provide members of the public in the City of San Diego with the information and opportunity to participate in important decisions about surveillance technology.

Item 332 - Appeal of the Historical Designation of the Dr. Roy and Herma Ledford/Charles Salyers Building located at 2851-2881 4th Avenue – This item is an appeal of the Historical Resources Board decision to designate the Dr. Roy and Herma Ledford Building located at 2851-2881 4th Avenue as a historical resource.
