Guaranteed Water for Industry Program

The Guaranteed Water for Industry Program supports qualifying industrial businesses that rely on water for manufacturing, research and development, industrial processing, and cooling operations by providing uninterrupted water supply during certain Water Shortage Levels identified in the City’s Shortage Water Contingency Plan. The program provides a pathway for eligible industrial water users to obtain certification based on compliance with water conservation, plumbing code, and/or recycled water requirements established in the San Diego Municipal Code Section 67.3805. For a site to be certified as “exempt” from certain Water Shortage Levels, a business must meet requirements under Option A or Option B below. 

Option A - Potable Water Conservation

A customer within the City of San Diego’s service area, using potable water for industrial use, including evaporative cooling at an industrial facility, may qualify for the program, if the following requirements are satisfied: 

  1. The customer has satisfactorily implemented the Best Management Practices (BMPs).  
  2. The customer is in compliance with the California Plumbing Code, Title 24, Part 5 of the California Code of Regulations, including using all applicable water-conserving fixtures and fittings on the premises to the fullest extent possible.

Option B - Recycled Water Use

If a customer is currently an approved user of recycled water in the northern part of the City, the following requirements must be satisfied: 

  1. The customer uses recycled water on the premises to the fullest extent possible, including for landscape irrigation and evaporative cooling.
  2. The customer is in compliance with the California Plumbing Code, Title 24, Part 5 of the California Code of Regulations, including using all applicable water-conserving fixtures and fittings on the premises to the fullest extent possible.

NOTE: As of January 1, 2024, new applications for connections to the City’s Recycled Water Program will NOT be accepted in the northern part of the City due to Pure Water requirements. See the Public Utilities Department recycled-water fact sheet for more information.
