Code Monitoring Team (CMT)
The CMT was initially created by staff as part of the code monitoring and update work program that began when the Land Development Code became effective in January 2000. CMT members are frequent users of the code who are familiar with development regulations. The purpose of CMT is to help staff identify code sections in need of updates and to evaluate proposed amendments consistent with the process for amending the Land Development Code Section 111.0107(b). CMT participation requires review of technical draft ordinance documents and active participation in group discussions to provide staff with feedback early in the code amendment process.
On May 13, 2015, at the recommendation of the Development Services Director, the Technical Advisory Committee (TAC) voted to make CMT a TAC subcommittee. Participation will continue to include development professionals with a wide range of code expertise and user perspectives, typically including Accessible Design, the American Institute of Architects, American Planning Association, American Society of Civil Engineers, American Society of Landscape Architects, Building Industry Association, Business Owner, Chamber of Commerce, Community-CPC Representative, Community Member-At Large, Council of Design Professionals, Environmental and Historic Resources Professionals, Permit Consulting, San Diego Association of Realtors, San Diego Bar Association, San Diego County Apartment Association, and Small Business. CMT recommendations on proposed LDC amendments will also continue to be reflected in staff reports to the Planning Commission and City Council.
The City Planning Department's Housing Policy Team reviews, analyzes and coordinates the public outreach efforts and public hearing process.
