San Diego Municipal Code Chapter 6, Article 2 , Division 10 regulates the placement of news racks on the public right of way in the City of San Diego. Any publisher, distributor, or individual wishing to install a newsrack in these areas must obtain a  Newsrack Permit . A newsrack is defined as any self-service container, storage unit, or dispenser that is placed, in whole or in part, on the public right-of-way and is used for displaying, selling, or distributing publications.
