Affordable Housing Verification Documents

Apply to submit requests to receive staff verification of information needed for application of local, state or federal affordable housing funding opportunities. This may include a project site’s residential zoning or adopted land use plan density, adopted land use designation, confirmation of required discretionary permits, impact fees and other requirements associated with a project that has not yet been submitted to the Development Services Department for discretionary or construction permit application. 

This service does not provide a complete project review or constitute permit approval of a development project. The assigned project (PRJ) number may allow for multiple requests for document verification within a calendar year based on the deemed complete date for the initial application for the same project at the same location.

What You Should Know

  • Applications for Affordable Housing Verification Document Preparation are accepted online.
  • All requests must include the Assessor Parcel Number (APN). To verify the APN, you can search the City's Zoning and Parcel Information Portal
  • A plan set with a Title Sheet that will need to be uploaded with the following information:
    1. Address
    2. APN
    3. Detailed project scope of work
    4. Zone
    5. Parcel size
    6. The proposed density/number of units
    7. The proposed number of affordable units and the income level of those units that will be deed-restricted
    8. List of proposed incentives and/or waivers
    9. Disclose which affordable program the project seeks (i.e., State Affordable Housing Density Bonus, Complete Communities Housing Solutions)
    10. Development permits associated with this project, including the associated PTS/PRJ/PMT number(s)  
    11. Demolition information indicating previous non-residential uses(s) (retail, restaurant, office, industrial, hotel, etc.) OR residential uses, with associated counts and square footage.
    12. As an example, applicants may submit an embedded table, such as the two tables below, within the submitted plan set.

Step 3

Upload the following documents:

  1. Form(s) or document(s) required by federal, state or local agencies for City of San Diego verification and signature. These may include:
    1. California Department of Housing and Community Development (HCD) – Local Approvals and Environmental Review Verification.
    2. Tax Credit Allocation Committee (TCAC) – Local Development Impact Fees: Attachment 18A.
    3. FHL Bank Affordable Housing Program Form 1.
    4. FHL Bank Affordable Housing Program Form 2.
    5. FHL Bank Affordable Housing Program Form 3.
  2. Required plan sets as listed in the Plan Your Project Section above. 

In addition to the form(s) above, provide any relevant documentation or exhibits to aid staff in the determination being requested or information validation of the governmental form(s) requested for signature.
