Express processing for qualifying Complete Communities projects
Complete Communities is a multifaceted program that encourages development near public transportation, combining housing, mobility, parks, and infrastructure.
In response to an executive order issued by the Mayor, DSD will review qualifying housing projects that process ministerial permits under the City's “Complete Communities: Housing Solutions” program within 30 days.
The City’s offer to streamline these permits is intended to encourage participation and incentivize housing development.

Program Components
The pillars of the Complete Communities Now fast-track program are to provide an assigned project manager, a dedicated set of reviewers, transparent and firm timelines, and frequent communication.
Processing Guidelines
Projects seeking to utilize the program will proceed as follows:
Step 1
Focused Preliminary Review
Each project must complete a program-focused multi-disciplinary Preliminary Review with analysis of proposed density, applicability of parkway requirements, and review of development regulations. Applicants must email DSDMinisterialPM+CCN@sandiego.gov to initiate the focused Preliminary Review.
Step 2
Eligibility Clearance
Applicant must email DSDMinisterialPM+CCN@sandiego.gov to request that the building and/or related engineering permits be processed through the streamlined program.
Step 3
Project Review
City reviews will be completed in 30 business days or fewer. There will be similar expectations for applicants to promptly provide responses to comments, make corrections, and provide missing information.
Step 4
Collaborative Review Meetings
Applicants can work through their project managers to meet with any reviewer to clarify comments. Real-time meetings will automatically be scheduled to address any outstanding issues after the second review cycle.

I plan on submitting a Complete Communities project -- how can I join the program?
Please email DSDMinisterialPM+CCN@sandiego.gov to initiate the focused Preliminary Review process identified in Step 1 above. Upon completion of the Preliminary Review, please use that email address to request that the building and/or related engineering permits be processed through the streamlined program.
Note: Complete Communities Now is an optional, opt-in program. Acceptance to the program is based on DSD’s capacity to provide the intensive customer service necessary for the projects’ success. Staff will accept applications into the program on a rolling basis and will convene regularly to review requests.
Complete Communities projects that do not apply for the Complete Communities Now program will be subject to DSD's regular permitting procedures.
