Executive Director Hiring Process

The Commission on Police Practices (CPP) is hiring a permanent Executive Director (ED) through a collaboration between community members, CPP Commissioners, and the San Diego City Council. The San Diego City Council created an Ad-Hoc Committee on the Recruitment of the CPP ED. This committee consists of six members in total, four CPP Commissioners and two San Diego City Council members. The members are Commissioners Dennis Brown, Darlanne Hector Mulmat, Clovis Honoré, and James Justus, and Councilmembers Marni Von Wilpert and Raul Campillo.

The Ad-Hoc Committee met for the first time on February 28th and focused on finalizing the job bulletin, interview process, and screening committee. The CPP hosted a Community Forum on March 16th that focused on capturing the community's input on the qualities and qualifications desired in the permanent ED. The CPP also created and distributed an online survey in both English and Spanish to gather additional feedback. Input gathered from the community helped shape the interview questions for the candidates.

The applications for the ED opened on March 1 and closed on March 31 (View job posting). Thirty-six candidates applied for the position and six candidates were selected for an interview. The interview process included five phases:

Screening

Screening applications was done by Commissioners Dennis Brown and Darlanne Hector Mulmat, the City’s Talent Acquisition Manger and staff, and the CPP Interim Executive Director Danell Scarborough. The screening of applications phase resulted in the selection of  6 candidates for interviews.

Community Interview Panel

An interview panel consisting of members of the diverse communities of San Diego was identified. The panel included:

  • Itzel Maganda Chavez
  • Francine Maxwell
  • Nicole Murray Ramirez
  • Andrea St. Julian
  • Alex Villafuerte

The community panel interviews took place on April 13, 2024, and focused on interviewing the six selected candidates and making recommendations for the Ad-Hoc Committee.

Ad-Hoc Committee on the Recruitment of the CPP Interview  

The Ad-Hoc committee interviewed candidates in closed session on May 23, 2024 and selected the finalists that moved forward to the final interview with the San Diego City Council on June 3, 2024.

San Diego City Council Interview  

The San Diego City Council interviewed the final candidate/s for the CPP Executive Director position in closed session on June 3, 2024, and selected the next CPP Executive Director.

San Diego City Council Appointment

The San Diego City Council appointed Paul Parker as the new Commission on Police Practices Executive Director on June 25, 2024. Mr. Parker received unanimous support from the San Diego City Council and CPP leadership. Mr. Parker's first day as the CPP Executive Director was on June 26, 2024.
