Wooden 12 x 9 plaque presented to Mayor O'Connor on the occasion of the Soviet Navy's first visit to San Diego 31 July - 4 August, 1990. The ship was named after William D. Leahy, the first U.S. naval officer to hold a five-star rank in the U.S. Armed Forces. In 1975 she became the first U.S. warship to visit Leningrad, Russia, since the early 1860's and the first U.S. warship to visit the Soviet Union since World War II. She was the senior host ship for the Soviet Navy's historic visit to San Diego. Presented by the United States Navy.
