Wooden plaque, 12 x 13.5 inches, written in Spanish presented to Mayor O'Connor by Rito Valdez Salinas, Mayor of Piedras Negras, Coahuila, Mexico, at their second meeting of border mayors in June 1991. The translation is that their cities are joined as sisters and they recognize the hospitality extended in their meeting. Piedras Negras stands at the northeastern edge of Coahuila on the U.S.- Mexico border, across the Rio Grande from Eagle Pass, Texas.
