Wooden 8 x 11-inch plaque - the 1994 Catalyst for Change Award presented to Mayor Susan Golding by the Greater San Diego Chamber of Commerce. To help revitalize neighborhoods and boost the economy, planning regulations and permit processing systems had been overhauled and streamlined to reflect a new business friendly attitude at City Hall. This was presented by the Chamber of Commerce in September 1994 to recognize Mayor Golding for the changes.
