Lucite 4-inch square paperweight representing the 1988 Innovations in State and Local Government Award for San Diego's Single Room Occupancy Residential Hotel Program. The crisis of homelessness is nation-wide, but San Diego was the first city in the country to address the dwindling supply of SRO units as a step towards a solution. In 1988, the first new, non-subsidized SRO hotel in San Diego built in 75 years was opened. This was awarded to the City of San Diego by the The Ford Foundation and John F. Kennedy School of Government.
