Councilmembers address “Spaces as Places” which would allow for outdoor dining and play areas throughout the city. Other discussion items pertain to Pure Water San Diego construction and funding.

City Council Meeting – October 26, 2021
Councilmembers will convene at 10 a.m. to address the meeting agenda with the following schedule:
10 a.m. – Minutes, Consent Agenda, Closed Session public comment, non-agenda public comment
11 a.m. – Closed Session
2 p.m. – Information and Discussion Agenda.
Five items fill the Consent Agenda including retaining legal services for the Redistricting Commission and a joint use agreement between the City and San Diego Unified School District for Salk Elementary School.
The meeting will also feature four ceremonial proclamations:
Jennifer Valente Day – Honoring a San Diego woman who won an Olympic Gold Medal in Tokyo
Larry Itliong Day – Recognizes a labor leader as an AAPI Leader in History during Filipino American History Month
Nichi Aviña Day - Honors the former District Four resident and teacher for being named as one of the 2022 California Teachers of the Year.
Earl B. Gilliam Bar Foundation Day – Recognizes the Earl B. Gilliam Bar Foundation’s work to provide support for diversifying the Legal community, including scholarships for law students, professional growth programs for African American Legal professionals and developing private practice.

Item 330 - Spaces As Places - San Diego Municipal Code Amendment, Exclusive Use Fee, and Spaces As Places Design Manual - Spaces as Places is the City’s proposed program to transition temporary outdoor spaces to permanent places that safely bring people together to dine, play and gather. These spaces temporarily replaced indoor capacity in response to the COVID-19 pandemic which significantly restricted indoor operations. The Spaces as Places program will offer a menu of options to allow for the creation of a variety of quality outdoor places for dining, walking, biking, public artwork, and other enjoyable public interaction in a manner that increases the safe and enjoyable use of public spaces throughout the City.
S503 – Pure Water Program Update – Information on the status of the Pure Water San Diego project, the largest and most complex Capital Improvements Program ever undertaken by the City of San Diego. Phase 1 is under construction and planning has started for Phase 2, which when completed will provide almost half of the City’s potable water supply.
S504 - Pure Water Program – Amendment No. 2 to the Agreement with CH2M Hill Engineers, Inc. for Design Engineering Services for the North City Water Reclamation Plant Expansion and Influent Conveyance Project (H166722) - This item seeks approval of an amendment to the agreement with CH2M Hill Engineers, Inc. for the Design of North City Water Reclamation Plant Expansion and Influent Conveyance project for a total not to exceed amount of $7,298,826. This would increase the total amount of the agreement to $26,997,578. Funds will be utilized for construction support services. This action will also extend the contract term for an additional 5 years.
S505 - Execute Agreement for the Integrated Regional Water Management Grant Program Proposition 1 Round 1 Project 3 Pure Water North City Pure Water Facility Influent Pump Station - An ordinance authorizing the Mayor, or his designee, to execute a financial assistance agreement with the San Diego County Water Authority as the Local Project Sponsor and to take all necessary actions to secure funding in an amount not to exceed $1,477,600 in Integrated Regional Water Management grant funds for the construction of the North City Pure Water Facility Influent Pump Station.
S506 - Capital Improvements Program Budget – Pure Water Phase 1, Pure Water Phase 2 – This item seeks to update and supplement City Council Resolution Number R-312062, passed November 20, 2018, to authorize the Mayor to execute construction contracts, open a new annual allocation for the Pure Water Phase 2 projects, execute construction change orders up to $2,000,000, transfer appropriations between projects, and fund two new capital improvement projects.
