Three committee meetings provide abundant discussion before the long weekend and a much-appreciated legislative recess.  The next meeting will be a City Council Meeting on June 8.

Budget and Government Efficiency Committee Meeting – May 26, 2021 - 9 a.m.


Councilmember Chris Cate chairs the Budget Committee Meeting, and which has 10 items on the agenda.  Here are descriptions of three items:


 


Item 6 – Approval of the Master Services Agreement between the City of San Diego and CGI Technologies and Solutions for Application, Development, Maintenance and Support Services – This new agreement is a step toward modernizing and enhancing an ever-growing portfolio of digitized services, including last year’s transition to 100 percent online permitting in the Development Services Department and the creation of a paperless, real-time vaccine management solution implemented at City-run vaccination sites. This agreement covers nearly 300 of the City’s key business application systems critical to delivering City services each day.


 


Item 8 – Biennial Update of the City Debt Policy – The City Debt Policy is reviewed every two years and recommended updates are presented to the City Council.  This was first adopted in 2007 to guide the City in its financial decision making and to provide strong debt management practices by establishing key guidelines and targets.


 


Fleet Services PhotoItem 9 – Master Lease Agreement to Finance Vehicles and Equipment – This item proposes an ordinance approving the form and execution of the Master Lease Agreement under the Equipment and Vehicle Financing Program.  The Fleet Operations Department manages approximately 4,500 vehicles and equipment for various City Departments. The Department has also identified certain citywide fleet replacement needs that qualify for short-term financing totaling an estimated $30 million.


 


 


Economic Development and Intergovernmental Relations Committee – May 26, 2021 – 2 p.m.


Councilmember Raul Campillo leads the ED & IR Committee Meeting with four items on the Agenda including a State Affairs Update. 


 


SDTMD LogoItem 2 – Approval of the FY 2022 San Diego Tourism Marketing District Report of Activities – This item proposes approving the FY 2022 San Diego Tourism Marketing District Report of Activities with an expected budget of $39,307,851.  It also authorizes the Chief Financial Officer to appropriate and expend funds if they are available.


 


Item 1 – Facilities Assessment for Childcare – Chair of the ED & IR Committee Councilmember Raul Campillo requests that City staff identify city properties that can be adapted for use or made available for construction of childcare facilities.  San Diego needs more childcare opportunities for working families to enable parents to enter, re-enter, or remain in the workforce and to support children’s development.  City properties may be leased to childcare providers to help grow the sector and make San Diego a better place to raise a family.


 


Item 3 – State of Childcare During the COVID-19 Pandemic – This is an informational item. YMCA Childcare Resource Service staff will present on the current state of childcare during the COVID-19 pandemic as well as present their survey findings of over 500 childcare providers across San Diego County.  The Childcare Resource Service recently produced a report surveying 511 childcare providers to better understand the current state of childcare in San Diego. Their report demonstrated that many of these small businesses, largely run by women of color, face ongoing challenges as we consider pandemic recovery.


 


Environment Committee Meeting – May 28, 2021 – 9 a.m.


Councilmember Sean Elo-Rivera chairs the Environment Committee Meeting with a total of 10 items on the agenda.  Three are described here:


 


Item 5 - Contract Amendment to Increase Not-to-exceed Amount for Clean SD Services Contract with Center for Employment Opportunities – This action authorizes increasing the amount of the Contract between the City and the Center for Employment Opportunities (CEO), which was the winner of a competitive bidding process for Clean San Diego Services.  CEO is nonprofit focused on providing work experience and career readiness for individuals exiting the prison system. The scope of this Contract is to provide waste removal services for litter, illegal dumps, and abatements of homeless encampments.


 


Los Penasquitos LagoonItem 6 – Authorize the Execution of the Peñasquitos Watershed Management Area Los Peñasquitos Phase I Lagoon Restoration Sediment TMDL Cost-Share Agreement – This item seeks to authorize a cost-share agreement between the City of San Diego, City of Del Mar, City of Poway, and the County of San Diego.  The Los Peñasquitos Lagoon is a State Marsh Natural Preserve that provides critical coastal habitat for wetland species and ecosystem services to surrounding areas.  As a result of urban pressures, half of Lagoon’s historic salt marsh habitat has been lost and the Lagoon was placed on a list for impairment due to sediment and siltation.  The above-mentioned cities will implement lagoon restoration and comply with maximum sediment load relations.


 


Item 8 – Presentation by San Diego Green New Deal Alliance:  Principles of Climate Action – This is an informational item.  The San Diego Green New Deal Alliance, formally launched in August 2020, is a coalition of labor unions, community-based organizations, nonprofits, businesses, foundations, and environmental advocates.  The group will provide an informational presentation on the background of its coalition and its principles of climate action.
