Councilmembers on Tuesday will consider three affordable housing loan agreements; one located in Grantville; one in Cherokee Point; one in Barrio Logan. They will also hear an item seeking approval of a construction contract for the Moreno Pipeline Project.

12 items are listed on the Consent Agenda. They include appointments and reappointments to the Mobility Board and the Community Reinvestment Review Advisory Committee. They also include funding allocations for FY 2025 Community Projects, Programs and Services from Council District 4.

Item 330 – 2025 Council Work Plan
Per Rules of Council 6.1.3, the Council President shall present the annual City Council work plan at a City Council meeting during the month of March each year. The purpose of this item is to present the 2025 City Council Work Plan, which will guide the City Council’s legislative priorities. Areas of focus in the Work Plan were informed by the topic areas and work plans of each City Council committee.

Item S503 – Approval of an Affordable Housing Loan Agreement with Glacier LP, in an Amount of $4,000,000 for the Goodwin on Glacier Affordable Housing Project
The proposed Loan Agreement between the City of San Diego and Glacier LP, a California nonprofit public benefit corporation, provides a loan for the Goodwin on Glacier affordable housing project for senior citizens in an amount of $4,000,000.
The project is located on vacant land with no formal address, known as 0 Glacier Avenue and near the intersection with Mission Gorge Road, in the Grantville neighborhood of the Navajo Community Plan Area. The Project will include the new construction of 131 residential apartments, including 130 studio apartments for senior citizens and affordable on a long-term basis to households earning between 30% to 60% of the Area Median Income.
Item S506 – Approval of an Affordable Housing CDBG Loan Agreement with the Metropolitan Area Advisory Committee on Anti-Poverty of San Diego County, Inc., in an Amount Not to Exceed $15,275,000 for the Mercado Apartments Affordable Housing Project
The proposed Loan Agreement between the City of San Diego and the Metropolitan Area Advisory Committee on Anti-Poverty of San Diego County, Inc., a California nonprofit public benefit corporation, provides a loan for property acquisition costs for the Mercado Apartments affordable housing project in an amount not to exceed $15,275,000.
The Project is located at 2001 Newton Avenue in the Barrio Logan Community Plan Area. The Project will include both the substantial rehabilitation of 132 family apartments existing at the site, as well as the new construction of 92 residential apartments, for a total of 222 one-, two-, and three-bedroom apartments affordable on a long-term basis to households earning 60% Area Median Income (AMI) or less and two unrestricted managers’ apartments.
Item S507 – Approval of an Affordable Housing CDBG Loan Agreement with Swift Avenue Housing Associates, L.P., in an Amount Not to Exceed $5,700,000 for the Swift Avenue Apartments Affordable Housing Project
The proposed Loan Agreement between the City of San Diego and Swift Avenue Housing Associates, L.P., a California limited partnership, provides a loan for property acquisition and other eligible costs for the Swift Avenue Apartments affordable housing project in an amount not to exceed $5,700,000.
The Project is located at 4017-4021 Swift Avenue in the Cherokee Point Neighborhood of the City Heights Mid-City Community Plan Area. The Project will include new construction of 57 residential apartments including 56 one-, and two -bedroom apartments affordable on a long-term basis to households earning 80% Area Median Income (AMI) or less.
Twenty of the apartments will be set aside for veterans experiencing or at risk of homelessness. The City’s loan to the Project is utilizing Community Development Block Grant funds for the property acquisition and other eligible Project costs.
Item S508 – Authorization to Award and Execute a Construction Contract to OHLA USA, Inc. for the Morena Pipeline, Morena Improv 3 (Sewer), Morena Improv 3A (Water), Morena Pipeline (BL), and Morena Bl Median Projects (K-25-2169-DBB-3-A-C)
This item requests City Council authorization to award and execute a phase-funded construction contract with OHLA USA, Inc. in an amount not to exceed $63,132,436.28.
On November 1, 2021, City Council adopted Resolution Number R-313764, approving Capital Improvement Program Budget for Pure Water Phase 1 and Pure Water Phase 2, including the authorization to award a construction contract for the Morena Pipeline project.
However, since these authorizations, the scope of Morena Pipeline project has been unbundled from a Pure Water project and re-bundled with the Morena Improv 3 (Sewer) project, Morena Improv 3A (Water) project, the Morena Pipeline (BL) project, and the Morena Median project through various coordination efforts due to the proximity of the projects’ locations.
Therefore, a new authorization to award a construction contract, including all the above projects, to OHLA USA, Inc. is being requested from the City Council. An all-inclusive construction award for Morena Pipelines will assist in increasing efficiency and reducing community impact.
