The Equal Opportunity Contracting Program (EOCP), a division of Purchasing and Contracting (P&C) Department will provide this annual report, which provides construction, consultant, goods and services diversity participation statistics.
EOCP was established to ensure that contractors working with or receiving funds from the City do not engage in discriminatory employment practices that violate State or Federal law.
The program is responsible for assessing contractors' workforces for diversity, reviewing Equal Employment Opportunity (EEO) plans for compliance with City, federal, and state requirements, and evaluating bids and proposals to ensure alignment with the City's Small Local Business Enterprise program requirements and/or State or Federal subcontracting requirements.

Item S400 - Approval of Second Amendment to Contract with Innovative Interfaces Inc. for Library Systems Maintenance and Support Services
On March 1, 2019, the City of San Diego executed an agreement with Innovative Interfaces Inc. for integrated library systems maintenance and support services for an original total contract value of $1,234,591.01.
On July 1, 2019, the City entered into a First Amendment to the Contract to include dedicated server support for one year at an additional cost of $9,500 to accommodate the San Diego Public Library’s existing calendaring system within Innovative’s ILS platform.
This action is to request an extension of the Contract for an additional period of two years and for an additional amount not to exceed of $338,791.70, for Integrated Library Systems services for the City of San Diego Libraries.
Item S401 - Grocery Pricing Transparency Ordinance
This item would adopt the proposed Grocery Pricing Transparency Ordinance which requires retail grocery stores that offer digital discounts or coupons to make corresponding paper coupons and pricing available to consumers of identical value.
The proposed City ordinance follows similar proposals in New Jersey, Washington, Illinois, and Massachusetts. It also requires grocery stores to place in a conspicuous location a sign or notice informing customers of their right to printed coupons or clearly readable marked prices if such coupons and prices are offered digitally.
