The Audit Committee and the Environment Committee meet this week to discuss the Finance Department's Annual Report on the City's internal financial controls and an audit of the City's Climate Action Plan. These will be the final meetings before a two-week legislative recess. The next committee meetings will be held on April 7.
Audit Committee Meeting – March 17, 2021 – 9 a.m.
Committee Chair Vivian Moreno leads the Audit Committee Meeting which will cover three items on the agenda.
Item 1 - 2020 Annual Report on Internal Financial Control – The Department of Finance issues this report every year as part of the municipal code. This report summarizes City management’s approach to maintaining an internal control system that provides reasonable assurance that financial reporting objectives are met.
Item 2 – Performance Audit of the Public Utilities Department’s Industrial Wastewater Control Program, Part II – The Office of the City Auditor’s overall objectives of this audit were to determine (1) whether IWCP maintains a complete and accurate inventory of industrial users within the Metropolitan Wastewater Area; and (2) whether and to what extent IWCP has inspected and issued a permit to regulated industrial users. It’s findings and recommendations will be discussed.
Item 3 – City Auditor’s Monthly Activity Report – This is an informational item on the activities of the Office of the City Auditor during the month of February.

Item 4 – 2020 Climate Action Plan Annual Report – The Sustainability Department will present this informational item to the committee which reports on 2019 activities and emissions. This report fulfills the City’s commitment to report on progress annually. Monitoring GHG emissions through annual inventories is an evolving field based on best available data.
Item 1 – Performance Audit of the City’s Climate Action Plan – The Office of the City Auditor conducted a performance audit of the Climate action plan and found that the City can strengthen its efforts. Two main findings and six recommendations will be presented, and committee members will vote on whether to accept the report and forward it to the City Council.
Item 2 – Implementation of proposed naming opportunities program for Balboa Park Botanical Building and Gardens Restoration Project – The Balboa Park Botanical Building and Gardens are undergoing restoration a two phased restoration. Phase 1 was funded by a State grant but the Balboa Park Conservancy is raising funds to complete Phase 2 through philanthropic donations. The Parks and Rec Department and Conservancy are requesting that the City Council approve the Naming Opportunities program.
The meeting will also hear the Authorization to Execute a Five-Year Software as a Service Agreement with Smart Energy Water (Item 3) and the “Parks for Everyone 2020” report by the San Diego Foundation (Item 5), which discusses equitable access to parks.
